Here is the minutes provided by the Board:

Call To Order:

President Roth called the meeting to order at 7:08 p.m.

Roll Call:

President’s Report:

P-18-001 Commission Appointments / Re-Appointments / Resignations

President Roth requested concurrence with the reappointment of Kevin Wills as a member of the Natural Resource Conservancy Commission for a two year term expiring January 2020. Trustee Baumer moved for approval. Trustee Cecille seconded the motion. A voice vote approved the reappointment.

President Roth requested concurrence to accept the resignation of Nazneen Hashmi from the Community Relations Commission. Trustee Harper moved to accept. Trustee Cecille seconded the motion. A voice vote approved the acceptance of Ms. Hashmi’s resignation.

Recess:

Trustee Baumer moved for a short recess to allow for photos and refreshments. Trustee Cecille seconded the motion. A voice vote approved the recess. The Village Board recessed their meeting at 7:19 p.m.

The Village Board reconvened their meeting at 7:58 p.m.

Approval Of Agenda:

Request the Board approve the January 18, 2018 Agenda as presented. Trustee Cecille moved for approval. Trustee Baumer seconded the motion. A voice vote approved the Agenda as presented.

Approval Of The Minutes:

Request the Board approve the Minutes of the Regular Board Meeting of January 4, 2018 as presented. Trustee Carlson moved for approval. Trustee Harper seconded the motion. A voice vote approved the Minutes as presented.

A-18-005 Motion – Approval of Semi-Monthly Expenditures

Request the Board approve the semi-monthly expenditures in the amount of $1,206,949.37 which represents the total of the schedule of bills dated January 18, 2018.

General Fund $ 570,352.96

Wetland Special Service Areas 2,519.51

Street Improvement Fund 24,797.54

Water and Sewer Fund 574,232.61

Golf Fund 31,041.75

Police Pension Fund 3,330.00

Firefighters Pension Fund 675.00

Total $ 1,206,949.37

A-18-006 Motion – Approval of Purchase of Firefighter Personal Protective Equipment Dryers

Request the Board approve a motion authorizing the purchase of firefighter personal protective equipment dryers from Air One Equipment of South Elgin, IL, a sole source provider, for an estimated cost not to exceed $23,832.00.

This Motion approves the purchase of firefighter personal protective equipment dryers from Air One Equipment for an estimated cost not to exceed $23,832.00. Funds to purchase this equipment are included in the 2018 budget.

Trustee Cecille presented the Motion and moved for approval. Trustee Carlson seconded the motion. Fire Chief Chris Clark stated this dryer would allow turnout gear and other protective gear to be properly dried within a few hours as opposed to days to air dry. Turnout gear, after exposure in a fire response, is thoroughly washed to remove harmful chemicals and potential carcinogens. It must be completely dry prior to use. A drying unit will be located at each station. Air One is a sole source provider of this equipment in Illinois. Roll Call:

Public Works - Trustee Baumer/Trustee Harper

A-18-007 Motion – Approval of Purchase of Two Vehicles for Public Works Use

Request the Board approve a motion authorizing the purchase of two 2018 F-250 trucks from Currie Motors of Frankfort, Illinois at a cost not to exceed $53,110.00.

This Motion approves the purchase of two 2018 Ford F-250 trucks in the amount of $26,555.00 per vehicle for a total of $53,110.00. Currie Motors of Frankfort, Illinois is the low bid from the Suburban Purchasing Cooperative. Funds to purchase these vehicles are included in the Equipment Replacement Fund in the 2018 Budget.

Trustee Baumer presented the Motion and moved for approval. Trustee Cecille seconded the motion. Public Works Director Matt Mann stated these are planned replacement vehicles for an existing 2005 Ford F-250 and a 2007 Chevrolet 2500. The vehicles are complete and will have plows added at a later date. The old vehicles will be declared surplus. Roll Call:

A-18-008 Motion – Approval of Purchase of Vehicle for Public Works Use

Request the Board approve a motion authorizing the purchase of one 2018 Ford F- 550 truck from Landmark Ford of Springfield, Illinois at a cost not to exceed $36,245.00.

This Motion approves the purchase of one 2018 Ford F-550 truck in the amount of $36,245.00. Landmark Ford of Springfield, IL is the low bid from the State of Illinois. Funds to purchase this vehicle are included in the Equipment Replacement Fund in the 2018 Budget.

Trustee Baumer presented the Motion and moved for approval. Trustee Carlson seconded the motion. Public Works Director Matt Mann stated this is a planned vehicle replacement for an existing 2003 Ford F-550. This is the cab and chassis only; the remaining equipment (dump body, plow, etc.) will be bid and submitted to the Board for approval at a later date. The old vehicle will be declared surplus. A-18-001 Ordinance – Amending the Village Code – Termination of License

Request the Board approve an Ordinance entitled “An Ordinance Amending Sections 3-1-8 Entitled “Termination Of License:” And 3-1-15 Entitled “Suspension, Revocation Of License Or Permit:” Of Chapter 1 Entitled “General License Provision” And Sections 3-4-5 Entitled “Restrictions On Granting License:” And 3-4-13 Entitled “Renewal Of License:” Of Chapter 4 Entitled “Alcoholic Liquor Dealers” Of Title 3 Entitled “Business And License Regulations” Of The Village Code Of The Village Of Streamwood, Cook County, Illinois.” This Ordinance amends the Village Code regarding business and liquor license regulations requiring all fees due and owing to the Village are paid before a renewal license is issued and provides for suspension or revocation of license for failure to adhere to these requirements.

Trustee Harper presented the Ordinance for second reading and moved for approval. Trustee Cecille seconded the motion. Roll Call:
