Call To Order:

President Roth called the meeting to order at 7:04 p.m.

Village Manager’s Report:

Village Manager Sharon Caddigan noted that with the current extremely cold weather, there were water main breaks daily, with some days having multiple events.

Approval Of Agenda:

Request the Board approve the January 4, 2018 Agenda as presented. Trustee Harper moved for approval. Trustee Schmidt seconded the motion. A voice vote approved the Agenda as presented.

Approval Of The Minutes:

Request the Board approve the Minutes of the Regular Board Meeting of December 21, 2017 as presented. Trustee Baumer moved for approval. Trustee Thon seconded the motion. A voice vote approved the Minutes as presented.

A-18-001 Ordinance – Amending the Village Code – Termination of License

Request the Board approve an Ordinance entitled “An Ordinance Amending Sections 3-1-8 Entitled “Termination Of License:” And 3-1-15 Entitled “Suspension, Revocation Of License Or Permit:” Of Chapter 1 Entitled “General License Provision” And Sections 3-4-5 Entitled “Restrictions On Granting License:” And 3-4-13 Entitled “Renewal Of License:” Of Chapter 4 Entitled “Alcoholic Liquor Dealers” Of Title 3 Entitled “Business And License Regulations” Of The Village Code Of The Village Of Streamwood, Cook County, Illinois.” This Ordinance amends the Village Code regarding business and liquor license regulations requiring all fees due and owing to the Village are paid before a renewal license is issued and provides for suspension or revocation of license for failure to adhere to these requirements.

Trustee Harper presented the Ordinance for first reading and posting.

Attorney Tom Bastian stated this Ordinance would amend the business and liquor licensing provisions in the Village Code to not renew a license for business or for liquor sales if the business has any outstanding fines, judgments, penalties, taxes or other indebtedness to the Village. Also, it would allow for a license to be suspended if the licensee fails to pay, after notice, any indebtedness. This will include the Village’s food/beverage tax and water bills.

A-18-002 Motion – Approval of Semi-Monthly Expenditures

Request the Board approve the semi-monthly expenditures in the amount of $167,967.60 which represents the total of the schedule of bills dated January 4, 2018.

General Fund $ 57,493.80

Capital Replacement Fund 13,297.15

Street Improvement Fund 29,099.76

Facilities Replacement Fund 37,944.92

Water and Sewer Fund 27,630.21

Golf Fund 551.76

Police Pension Fund 1,950.00

A-17-132 Ordinance – Amending Personnel Manual

Request the Board approve an Ordinance entitled “An Ordinance Amending Title 1, Chapter 11 Of The Village Code Of Streamwood Amending The Personnel Policy Manual.” This Ordinance makes changes to the Village’s Personnel Manual to ensure compliance with recent state mandates regarding anti-harassment, child bereavement leave, victim’s rights and changes to non-union employee benefits upon retirement.

Trustee Schmidt presented the Ordinance for second reading and moved for approval. Trustee Baumer seconded the motion. Roll Call:

Public Safety - Trustee Cecille/Trustee Thon

A-18-003 Resolution – Amended Bylaws and Amended Intergovernmental Major Case Assistance Team Agreement

Request the Board approve a Resolution entitled “A Resolution Of The Village Of Streamwood Approving And Authorizing The Execution Of Amended Bylaws And An Amended Intergovernmental Major Case Assistance Team Agreement.” This Resolution amends the existing bylaws and intergovernmental agreement where members receive mutual police assistance for investigation and management of major cases.

Trustee Thon presented the Resolution and moved for approval. Trustee Schmidt seconded the motion. Police Chief Ed Valente stated the Village has been a member of MCAT since its inception in 1998 and the agreement was last revised in 2005. MCAT provides member agencies a designated group of specially trained investigators to respond and assist with major case investigations. This amendment updates the participating agencies, modifies by-laws, defines unusual or burdensome costs, and adds a statement regarding general liability.

Trustee Harper asked if there is a cap for the costs to the agency receiving the MCAT assistance. Chief Valente stated there is no formal cap, but the incident is reviewed after 5 days and the investigation is scaled down accordingly. Roll Call:

A-18-004 Ordinance – Amending the Village Code – Class “A” Liquor Licenses

Request the Board approve an Ordinance entitled “An Ordinance Adjusting The Maximum Number Of Class “A” Liquor Licenses Available In The Village Of Streamwood.” This Ordinance approves the adjustment of the maximum number of Class “A” liquor licenses from nine (9) to eight (8) which is equal to the actual number of active, existing licenses due to the change of business ownership at 5042 Valley Lane, Streamwood, IL.

Trustee Schmidt presented the Ordinance for first reading. Attorney Tom Bastian stated the liquor license at this location was not renewed for 2018 as the ownership has changed. The number of issued liquor licenses needs to match the allowed number of licenses in Class A and this amendment will accomplish this. Mr. Bastian asked the Board to consider waiving the first reading.

Trustee Schmidt moved to waive first reading for the Ordinance. Trustee Harper seconded the motion. A voice vote approved waiving the first reading. Trustee Schmidt moved for approval of the Ordinance as presented. Trustee Thon seconded the motion. Roll Call:

I-18-001 Information Item – In-Service Training Day – January 15

Please be advised that Village Hall will be closed to the public on January 15, 2018 for an in-service training day. Emergency personnel are always available. For any emergency or police-related concerns, please dial 9-1-1.

Village Manager Sharon Caddigan added that the employees would also have a “lunch and learn” presentation regarding Identify Theft.
