City of Elgin Committee of the Whole met December 9.

Here is the minutes provided by the Committee:

The special Committee of the Whole meeting was called to order by Mayor Kaptain at 9:00 a.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Absent: Councilmember Shaw.

Public Hearing for the 2018 Proposed City Of Elgin Budget:

Mayor Kaptain declared the public hearing open.

In response to questions at the previous budget meeting, Fire Chief Schmidt provided information regarding the proposed staffing model changes. The staffing model was in response to changes in the fire service which has become increasingly emergency medical service (EMS) calls as opposed to fire calls.

There was discussion regarding response times, percentage of EMS calls, and mutual aid agreements.

Corporation Counsel Cogley provided historical worker’s compensation data from Risk Management regarding the number of injuries and the severity of the reported injuries. This data did not show any trends in firefighter injuries.

There was discussion regarding methods to decrease on the job injuries including the possible implementation of physical fitness testing incentives for the Fire Department.

Mayor Kaptain invited residents to address the council.

Joe Galli, Firefighter’s Union, stated his concerns regarding potential impacts to changes in Fire Department staffing, differences in reported injury data, and performance metrics.

Bob Getz, from the Edgewater neighborhood, asked about using reserves to meet pension obligations and the potential impacts of the change to the Fire Department staffing model.

Rick Campbell, from the Bowes Creek neighborhood, stated concerns regarding potential changes at Fire Station 7 and asked that reserves be used instead of increasing any taxes.

Mayor Kaptain declared the public hearing closed.

Adjournment:

Councilmember Dunne made a motion, seconded by Councilmember Gavin, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None

The meeting adjourned at 9:52 a.m.
