Call To Order:

President Roth called the meeting to order at 7:06 p.m.

President’s Report:

P-17-001 Commission Re-Appointments

President Roth requested concurrence with the reappointment of Bill Berquist as a member of the Board of Fire and Police Commissioners for a three year term expiring December 2020. Trustee Carlson moved for approval. Trustee Thon seconded the motion. A voice vote approved the reappointment.

President Roth requested concurrence with the reappointment of Eric Okunevich as a member of the Civil Service Commission for a three year term expiring December 2020. Trustee Baumer moved for approval. Trustee Cecille seconded the motion. A voice vote approved the reappointment.

P-17-002 Holiday Helping

President Roth announced the Village will be hosting its Holiday Helping Program on Saturday, December 8 at the Streamwood Target Store. Accompanied by police officers and firefighters, 32 disadvantaged local families will have the opportunity to shop for Christmas gifts. After shopping, the children will enjoy a visit with Santa, and have refreshments at the Fire Station, while volunteers help to wrap presents. This program is made possible by generous donations received from our residents and business community.

Village Manager’s Report:

Village Manager Sharon Caddigan noted In addition, an additional $2,500 was raised for Holiday Helping at the recent Business After Hours event.

Approval Of Agenda:

Request the Board approve the December 7, 2017 Agenda as presented. Trustee Cecille moved for approval. Trustee Baumer seconded the motion. A voice vote approved the Agenda as presented.

Approval Of The Minutes:

Request the Board approve the Minutes of the Public Hearing on the 2018 Operating and Capital Improvements Budget held on Thursday, November 16, 2017 as presented. Trustee Thon moved for approval. Trustee Schmidt seconded the motion. A voice vote approved the Minutes as presented.

Request the Board approve the Minutes of the Public Hearing on the 2017 Tax Levy held on Thursday, November 16, 2017 as presented. Trustee Thon moved for approval. Trustee Baumer seconded the motion. A voice vote approved the Minutes as presented.

Request the Board approve the Minutes of the Regular Board Meeting of November 16, 2017 as presented. Trustee Cecille moved for approval. Trustee Schmidt seconded the motion. A voice vote approved the Minutes as presented.

Community Development – Trustee Carlson/Trustee Schmidt

A-17-126 Resolution – Approval of Golf Club Management Agreement

Request the Board approve a Resolution entitled “A Resolution Approving And Authorizing The Village President To Execute On Behalf Of The Village, And Authorizing The Village Clerk To Attest To, A Certain Agreement For Professional Services With T & D Investments Ii Llc, D/B/A Links Management.” This Resolution approves a contract renewal for the management of the publicly-owned Streamwood Oaks Golf Club by Links Management.

Trustee Carlson presented the Resolution and moved for approval. Trustee Baumer seconded the motion. Finance Director Josh Peacock stated the terms of the management agreement remain the same as for the present contract. This contract is for a five year term expiring December 31, 2022. Tim Schneider, Links Management, was present for questions, and expressed his pleasure in continuing to manage Streamwood Oaks Golf Club. Roll Call:

A-17-120 Ordinance – Approval of 2017 Property Tax Levy

Request the Board approve an Ordinance entitled “An Ordinance Levying And Assessing The Taxes Of The Village Of Streamwood For The Fiscal Year Beginning January 1, 2017 And Ending On December 31, 2017.” This Ordinance levies $ 11,384,621.00 in property taxes for general government, debt service and pension purposes which represents a 0% tax levy from the 2016 tax extension. A public hearing was held on November 16, 2017 to thoroughly review the levy.

Request the Board approve an Ordinance entitled “An Ordinance Authorizing The Levy And Collection Of Taxes For The Municipal Purposes Of Special Service Area Number One, Special Service Area Number Two, Special Service Area Number Four, Special Service Area Number Five, Special Service Area Number Six, Special Service Area Number Seven, Special Service Area Number Eight, Special Service Area Number Nine, Special Service Area Number Ten, Special Service Area Number Eleven, Special Service Area Number Twelve, Special Service Area Number Thirteen, Special Service Area Number Fourteen, Special Service Area Number Fifteen, Special Service Area Number Sixteen, Special Service Area Number Seventeen, Special Service Area Number Eighteen, Special Service Area Number Nineteen, Special Service Area Number Twenty, Special Service Area Number Twenty-One, Special Service Area Number Twenty-Two, Special Service Area Number Twenty-Three, Special Service Area Number Twenty-Four, Special Service Area Number Twenty-Five, Special Service Area Number Twenty-Six, Special Service Area Number Twenty-Seven, Special Service Area Number Twenty-Eight And Special Service Area Number Twenty-Nine Of The Village Of Streamwood For The Fiscal Year Beginning January 1, 2017 And Ending December 31, 2017.” This Ordinance levies a supplemental property tax of $140,829 for the twenty-eight Village Special Service Areas. A-17-122 Ordinance – Approval of 2018 Operating and Capital Budget

Request the Board approve an Ordinance entitled “An Ordinance Approving And Adopting The 2018 Operating And Capital Improvements Budget For The Village Of Streamwood, Cook County, Illinois.” This Ordinance approves the Village's 2018 Operating and Capital Improvements Budget. The Village Board held public workshop sessions, and a public hearing was held on November 16, 2017, to thoroughly review the spending plan.

A-17-127 Motion – Approval of Semi-Monthly Expenditures

Request the Board approve the semi-monthly expenditures in the amount of $1,785,060.34 which represents the total of the schedule of bills dated December 7, 2017.

Trustee Thon moved for approval of the semi-monthly expenditures as presented. Trustee Cecille seconded the motion. Finance Director Josh Peacock noted the annual payment for debt service; this is payment toward the one outstanding bond issue. Roll Call:

Community Affairs - Trustee Harper/Trustee Baumer

A-17-128 Ordinance – Approval of 2018 Non-Union Employee Pay Plan

Request the Board approve an Ordinance entitled “An Ordinance Amending Title 1, Chapter 11, Section 2-2 Of The Village Code Of The Village Of Streamwood, Cook County, Illinois.” This Ordinance establishes 2018 salary ranges for the eight job categories affecting non-union Village employees.

Trustee Baumer presented the Ordinance for first reading and posting.

Village Manager Sharon Caddigan stated the Village reviews all non-union positions with similar private sector and similar governmental positions to determine a salary range for each position. This suggested amendment reflects an overall increase of approximately 2% over all eight position categories.

A-17-129 Resolution – Approval of Bid and Contract / Cured in Place Sewer Pipe Lining

Request the Board approve a Resolution entitled “A Resolution Accepting The Low Bid And Authorizing The Village President To Execute On Behalf Of The Village And Authorizing The Village Clerk To Attest To A Certain Contract With Michels Pipe Services, A Division Of Michels Corporation.” This Resolution approves the low bid and authorizes the Village to enter into a unit price contract with Michels Pipe Services of Brownsville, WI for cured in place sewer pipe lining, at an estimated cost of $52,800. The actual cost is determined by the measured quantity of work completed.

Trustee Baumer presented the Resolution and moved for approval. Trustee Cecille seconded the motion. Public Works Director Matt Mann stated there are 21 locations needing rehabilitation in 4 foot to 8 foot segments. Five bids were received, with Michels being the low qualified bid. Michels has worked in Streamwood for the past three years with excellent results.

Public Safety - Trustee Cecille/Trustee Thon

A-17-130 Ordinance – Approval of Disposal of Surplus Equipment

Request the Board approve an Ordinance entitled “An Ordinance Authorizing The Sale By Public Auction, Private Sale, Or Transfer Of Surplus Personal Property Owned By The Village Of Streamwood.” This Ordinance approves declaring various items surplus and authorizing the disposal of these items by private sale, auction, trade-in, donation or to otherwise discard them at the least cost to the Village.

Trustee Cecille presented the Ordinance for first reading and posting.

Village Manager Sharon Caddigan stated the Village follows a replacement schedule for most items of equipment and reviews the useful life of vehicles. Those items no longer needed are recommended for disposal. This list includes a variety of items including office furniture, police/fire radios, computers, printers and a few vehicles.

Public Comments:

A Streamwood High School students asked about Special Service Areas and if those parcels would remain wetlands/wooded areas or if they would eventually be sold and developed. Public Works Director Matt Mann explained these are specifically platted areas within subdivisions, and will remain wetland/wooded areas into perpetuity.

Trustee Baumer moved to adjourn. Trustee Carlson seconded the motion. A voice vote approved the adjournment. The Village Board adjourned their meeting at 7:26 p.m.
