President Roth called the meeting to order at 7:05 p.m.

Fire Chief Clark announced that FF/PM Joe Markowski received the DuPage County Fire Chiefs Scholarship awarded by the IL Fire Chiefs Association for $500 toward his AAS degree at Elgin Community College.

FF/PM Chris Tierney received the Michael Lewitz Memorial Scholarship awarded by the IL Fire Chiefs Association for $500 toward his BS degree at Anna Maria College.

Recess:

Trustee Baumer moved for a Recess to allow for photos and refreshments. Trustee Carlson seconded the motion. A voice vote approved the motion. The Village Board recessed their meeting at 7:44 p.m.

The Village Board reconvened at 8:06 p.m.

Village Manager’s Report:

Village Manager Sharon Caddigan thanked everyone who participated or attended the Veterans Day ceremony on Saturday, November 11th. It was a chilly but dry day, and was well attended.

Ms. Caddigan followed up with information on IL SB851 (freeze of property tax rates), stating it did not advance out of the Legislature for now, but may return at a later date.

Ms. Caddigan and Finance Director Josh Peacock stated the new format water bills are out (a bit late) and that over 1,000 residents have already completed their on-line registration accounts.

Approval Of Agenda:

Request the Board approve the November 16, 2017 Agenda as presented. Trustee Cecille moved for approval. Trustee Carlson seconded the motion. A voice vote approved the Agenda as presented.

Approval Of The Minutes:

Request the Board approve the Minutes of a Special Board Workshop held October 26, 2017 as presented, and the Minutes of the Regular Board Meeting of November 2, 2017 as presented.

Trustee Cecille moved for approval. Trustee Baumer seconded the motion. A voice vote approved the Minutes as presented.

I-17-001 Information Item - Thanksgiving Holiday

The Village Hall will be closed Thursday, November 23 and Friday, November 24 in observance of the Thanksgiving Holiday. As Thanksgiving is the start of the holiday travel season, please remember to buckle up and drive safely.

A-17-120 Ordinance – Approval of 2017 Property Tax Levy

Request the Board approve an Ordinance entitled “An Ordinance Levying And Assessing The Taxes Of The Village Of Streamwood For The Fiscal Year Beginning January 1, 2017 And Ending On December 31, 2017.” This Ordinance levies $ 11,384,621.00 in property taxes for general government, debt service and pension purposes which represents a 0% tax levy from the 2016 tax extension. A public hearing was held on November 16, 2017 to thoroughly review the levy.

Trustee Schmidt presented the Ordinance for first reading and posting.

Finance Director Josh Peacock stated the proposed 2017 Tax Levy is equal to the 2016 Taxes as extended. Decreases in several accounts offset a small increase in the general fund levy amount. Overall, the 2017 Tax Levy shows a zero increase over the 2016 levy amount. Mr. Peacock noted the state is still struggling financially, and legislative actions will be carefully monitored. He also noted that the real property within the Village showed an increase in value for 2017 of 17.8%.

Request the Board approve an Ordinance entitled “An Ordinance Authorizing The Levy And Collection Of Taxes For The Municipal Purposes Of Special Service Area Number One, Special Service Area Number Two, Special Service Area Number Four, Special Service Area Number Five, Special Service Area Number Six, Special Service Area Number Seven, Special Service Area Number Eight, Special Service Area Number Nine, Special Service Area Number Ten, Special Service Area Number Eleven, Special Service Area Number Twelve, Special Service Area Number Thirteen, Special Service Area Number Fourteen, Special Service Area Number Fifteen, Special Service Area Number Sixteen, Special Service Area Number Seventeen, Special Service Area Number Eighteen, Special Service Area Number Nineteen, Special Service Area Number Twenty, Special Service Area Number Twenty-One, Special Service Area Number Twenty-Two, Special Service Area Number Twenty-Three, Special Service Area Number Twenty-Four, Special Service Area Number Twenty-Five, Special Service Area Number Twenty-Six, Special Service Area Number Twenty-Seven, Special Service Area Number Twenty-Eight And Special Service Area Number Twenty-Nine Of The Village Of Streamwood For The Fiscal Year Beginning January 1, 2017 And Ending December 31, 2017.” This Ordinance levies a supplemental property tax of $140,829 for the twenty-eight Village Special Service Areas. Specifically, this ordinance levies $13,087 in SSA #1 for maintenance of wetland areas in the Meadows South subdivision; $3,642 in SSA #2 for the Oak Ridge Trails subdivision; $8,692 in SSA #4 for the Little Creek subdivision; $6,362 in SSA #5 for the Prospect Place subdivision; $8,323 in SSA #6 for the Cross Creek subdivision; $4,950 in SSA #7 for the Sherwood Forest Subdivision; $3,494 in SSA #8 for the Jacobs Farm subdivision; $2,479 in SSA #9 for the Emerald Hills Subdivision; $2,517 in SSA #10 for the Lakewood Streams Subdivision; $1,895 in SSA #11 for the Prairie Point subdivision; $682 in SSA #12 for the Hidden Glen subdivision; $11,308 in SSA #13 for the Willow Pond subdivision; $7,386 in SSA #14 for the Sterling Oaks I subdivision; $2,411 in SSA #15 for the Suncrest subdivision; $3,960 in SSA #16 for the Suncrest West subdivision; $3,604 in SSA #17 for the Phoenix Lake Business Park; $16,556 in SSA #18 for the Sterling Oaks 2 subdivision, $630 in SSA #19 for the Suncrest North subdivision; $630 in SSA #20 for the Suncrest II subdivision; $2,411 in SSA #21 for the Marquette Woods subdivision; $1,264 in SSA #22 for the Sutton Park Shopping Center; $1,177 in SSA #23 for the Moraine Woods subdivision; $11,880 in SSA #24 for the Buckingham Woods subdivision; $10,036 in SSA #25 for the Forest Ridge subdivision; $2,727 in SSA #26 for the Rolling Hills I subdivision; $1,664 in SSA #27 for the Rolling Hills II subdivision; $1,850 in SSA #28 for the Remington Ridge subdivision; and $5,212 in SSA #29 for the Villas of Cambridge subdivision.

Trustee Schmidt presented the Ordinance for first reading and posting.

Finance Director Josh Peacock briefly reviewed the proposed levies for the SSAs and noted these taxes are only attributable to the properties located within each specific Special Service Area, and the monies collected are used within only those areas.

A-17-122 Ordinance – Approval of 2018 Operating and Capital Budget

Request the Board approve an Ordinance entitled “An Ordinance Approving And Adopting The 2018 Operating And Capital Improvements Budget For The Village Of Streamwood, Cook County, Illinois.” This Ordinance approves the Village's 2018 Operating and Capital Improvements Budget. The Village Board held public workshop sessions, and a public hearing was held on November 16, 2017, to thoroughly review the spending plan.

Trustee Thon presented the Ordinance for first reading and posting.

Finance Director Josh Peacock provided a brief overview of the proposed 2018 Budget, noting that revenues are stable, sound and diverse, and no new taxes are proposed for 2018. He stated the Illinois taxes are flat, and the Legislature may consider reducing the local share in the future. The proposed 2018 Budget is just over $60M which is a 1.8% increase over 2017. Mr. Peacock noted that 83% of the Village’s Budget funds the Police, Fire and Public Works Departments.

A-17-123 Motion – Approval of Semi-Monthly Expenditures

Request the Board approve the semi-monthly expenditures in the amount of $1,125,223.79 which represents the total of the schedule of bills dated November 16, 2017.

I-17-002 Information Item – Luminaria

Please join us on Friday, December 1, at 6:30 p.m. for Luminaria 2017 – the 33rd Annual lighting event! Hundreds of volunteers, civic organizations, and families help bring the holiday spirit to Streamwood by lining the medians of Park Boulevard with Luminaria. The entire Municipal Campus is also filled with lights, as Luminaria line Village Hall, the Police Station and Veterans Memorial. Don’t forget to stop into the Village Hall to enjoy cookies, hot cocoa, a visit with Santa and Mrs. Claus and holiday tunes sung by the Streamwood Children’s Choir.

A-17-124 Resolution – Terminating Participation in High-Level Excess Liability Pool (HELP) Request the Board approve a Resolution entitled “A Resolution Authorizing The Non Renewal Of Membership In The High-Level Excess Liability Pool.” This Resolution authorizes and approves the Village’s termination of membership in the High-Level Excess Liability Pool (HELP).

Trustee Baumer presented the Resolution and moved for approval. Trustee Carlson seconded the motion. Finance Director Josh Peacock stated the Village has been a member of HELP since 1987 and at the time, it was the only high-level excess insurance pool available. Since then, our current insurance cooperative, MICA, is now offering this coverage. The HELP membership is expiring and this Resolution will confirm termination of the Village’s membership. A-17-125 Resolution – Initiate Participation in New Excess Liability Insurance Coverage

Request the Board approve a Resolution entitled “A Resolution Authorizing Enrollment In The Municipal Insurance Cooperative Agency Excess Liability Insurance Cooperative.” This Resolution authorizes and approves the Village’s membership in the Municipal Insurance Cooperative Agency (MICA) Excess Liability Insurance Cooperative in lieu of HELP.

Trustee Baumer presented the Resolution and moved for approval. Trustee Cecille seconded the motion. Finance Director Josh Peacock stated the Village is currently a member in MICA and would be adding membership in the Excess Liability Insurance Cooperative. Mr. Peacock noted a savings of approximately $12,000 with this move. Roll Call:
