City of Elgin Committee of the Whole met August 9.

Here is the minutes provided by the Committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.

Approval of Minutes:

Councilmember Shaw made a motion, seconded by Councilmember Gavin, to approve the minutes of the July 26, 2017, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

4th of July Parade Report and Award Presentation:

Barb Keselica, Special Events and Community Engagement Coordinator, provided a financial and logistics report on this year’s 4th of July Parade. A copy of the presentation is on file in the City Clerk’s Office. Parade committee members and staff presented awards to the first place parade winners of each category judged at the parade. There was discussion regarding the route of the parade.

Flooding in Areas with Rural Cross-Sections Presentation:

Department of Neighborhood Services Director Colby Basham presented information regarding overland flooding in areas of the city lacking curbs and gutters which are commonly referred to as a "rural cross-section”. A copy of the presentation is on file in the City Clerk’s Office. Mr. Basham provided historical information regarding how these areas came to be within the city limits. He also described the process and cost of special assessments should these areas choose to change their storm water drainage system.

There was discussion regarding special assessments and the maintenance of the drainage easements.

Consideration of Victim of Crimes Act Funding to Extend Grant Funding from the Illinois Criminal Justice Information Authority Law Enforcement and Prosecutor-Based Victim Assistance Program through December 31, 2017:

Councilmember Gavin made a motion, seconded by Councilmember Dunne, to approve the extension of funds granted by the Illinois Criminal Justice Information Authority to support the domestic violence case managers and the Social Work Bilingual Interventionist with the recommended extended amount of $30,203 and a local matching contribution of $7,551 of in- kind services until December 31, 2017. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Agreement with Stryker Corporation for Mechanical Cardiopulmonary Resuscitation Devices:

Councilmember Powell made a motion, seconded by Councilmember Martinez, to authorize the purchase from Stryker Corporation of mechanical cardiopulmonary resuscitation devices and supplies in the amount of $79,200 to improve the efficiency and effectiveness of fire department members to assist with cardiac arrest patients. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Dunne abstained.

Announcements from Council:

Councilmember Steffen announced the upcoming Kiwanis 58th Annual BBQ dinner being held on August 19, 2017, at Sherman Hospital.

Councilmember Dunne reminded residents that the City Council would be holding a Special Committee of the Whole on Saturday August 12, 2017, at the Hemmens Cultural Arts Center.

Announcements from Staff:

Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events.

Adjournment:

Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Discussion of Minutes of Meetings Lawfully Closed Under This Act - Exempt Under Section 120/2(c)(21) of the Open Meetings Act.

The meeting adjourned at 6:59 p.m.
