A. Recommendation to Approve the Request from Dynamic Professional Women's Network Angel Foundation to Hold a Raffle

- [motion] to recommend the Village Board approve the request from  Dynamic Professional Women's Network Angel Foundation to hold a raffle on June 1, 2017 at Drink Nightclub, 871 E. Algonquin Road, and to waive the fidelity bond requirement. 

II. Liquor Licenses

A. Request for Liquor License for the Memorial Day Observance and Picnic

- [motion] to recommend the Village Board approve a request from the 2017 Memorial Day Observance Planning Committee for one (1) Class D One Day Liquor License for the Memorial Day Observance and Picnic at 202 E. Schaumburg Road on Monday, May 29, 2017 and waive the license fee.

III. Planning, Building and Development Committee

A. Recommendation to Accept the Dial-A-Ride Transportation (DART) Performance Evaluation, and Exercise the Second One Year Contract Option for Operations

- [motion] to recommend the Village Board accept the DART Performance Evaluation and award the Second Year Contract Option for DART service with MV Transportation, Inc. of Chicago, IL at an amount not to exceed $1,145,000.

B. Recommendation to Amend the Municipal Code - Tattoo Establishments

- [motion] to recommend the Village Board approve the proposed amendments to the Municipal Code for tattoo establishments, including the addition of a 1,000-foot buffer requirement for schools and churches, and refer the matter to the Zoning Board of Appeals for a public hearing. 

C. Recommendation to Approve Amendments to Recreational Vehicle Storage and Hauling Trailer Storage in Residential Districts

- [motion] to recommend the Village Board approve the proposed amendments to the Municipal Code related to parking and storage of trailers and recreational vehicles, excluding the provisions pertaining to airplane and aircraft storage on residential properties and storage of small boats and non-road licensed vehicles, modified maintenance provisions for large hauling trailers, and the addition of a provision to allow temporary storage of large hauling trailers year-round for a period not to exceed 48 hours, and refer the matter to the Zoning Board of Appeals for a public hearing.

D. Recommendation to Approve a Change Order to a Contract with T.P.I. Inspection Services

- [motion] to recommend the Village Board approve a change order in the amount of $60,000 with T.P.I. Inspection Services of St. Charles, IL and approve the required Resolution.

E. Recommendation to Award a Contract to T.P.I. Inspection Services for Building Inspections and Plan Review

- [motion] to recommend the Village Board approve a contract not to exceed $350,000 with T.P.I. Inspection Services of St. Charles, IL and approve the required Resolution.

IV. Zoning Board of Appeals

A. Recommendation to Approve an Amendment to the Municipal Code / Title 3, Chapter 41, Section 41.01(B) / Community Development Planning and Zoning Fees and Title 15, Chapter 154, Sections 154.27 and 154.90.20 / Special Use Regulations for Apiaries (Beekeeping)

- [motion] to recommend the Village Board approve an Amendment to the Municipal Code / Title 3, Chapter 41, Section 41.01(B) / Community Development Planning and Zoning Fees and Title 15, Chapter 154, Sections 154.27 and 154.90.20 / Special Use Regulations for Apiaries (Beekeeping) (Z1703-01).

B. Recommendation to Approve an Amendment to the Municipal Code / Title 15, Chapter 154, Sections 154.90.05 and 154.188(C)(2) - Car Wash Water Recycling

- [motion] to recommend the Village Board approve an Amendment to the Municipal Code / Title 15, Chapter 154, Sections 154.90.05 and 154.188(C)(2) - Car Wash Water Recycling (Z1703-02).

V. Award of Bid

A. Recommendation to Award a Bid for Irrigation System and Waterfall Maintenance

- [motion] to recommend the Village Board award the bid for Irrigation System and Waterfall Maintenance to the lowest responsible and responsive bidder, Landscape Concepts of Grayslake, IL and authorize the issuance of a purchase order in the amount not to exceed $190,400.

B. Recommendation to Award a Bid for Turf and Parkway Restoration

- [motion] to recommend the Village Board award the bid for Turf and Parkway Restoration to the lowest responsible and responsive bidder, Langton Group of Woodstock, IL and authorize the issuance of a purchase order in the amount not to exceed $176,950.

C. Recommendation to Award a Bid for Plant Material Installation

- [motion] to award the bid for Plant Material Installation to the lowest responsible and responsive bidder, Langton Group of Woodstock, IL and authorize the issuance of a purchase order in the amount not to exceed $52,000.

D. Recommendation to Award a Bid for Large Water Meter Testing and Repair

- [motion] to award the bid for Large Water Meter Testing and Repair to the lowest responsible and responsive bidder, Water Services Inc. of Elgin, IL and authorize the issuance of a purchase order in the amount not to exceed $55,805.

E. Recommendation to Award Bid for the 2017 Street Improvement Program - Contract No. 2

- [motion] to recommend the Village Board award the bid for the 2017 Street Improvement Program – Contract No. 2 to the lowest responsible and responsive bidder, Plote Construction Inc. of Hoffman Estates, IL and authorize issuance of a purchase order in the amount of $5,334,812.91.

F. Recommendation to Award Bid for the 2017 Concrete Repair Program

- [motion] to recommend the Village Board award the bid for the 2017 Concrete Repair Program to the lowest responsible and responsive bidder, Schroeder and Schroeder Inc. of Skokie, IL and authorize issuance of a purchase order in the amount of $1,411,893.

G. Recommendation to Award Bid for Supply of Natural Gas

- [motion] to recommend that the Village Board award the bid for the supply of natural gas to Constellation New Energy of Chicago, IL and approve a Resolution authorizing the Village Manager to execute the Master Retail Natural Gas Supply Agreement.
