The Elgin Committee of the Whole is a less formal meeting of the City Council, which gives members an opportunity to discuss items and ask questions. Meetings are held at 6 p.m. on the second and fourth Wednesday of the month in the City Council Chambers of City Hall, at the Robert Gilliam Municipal Complex, 150 Dexter Court.

Chief Swoboda will present 2016 "Part 1 Crime" statistics and provide comparisons to previous years.

B. Waste Management Recycle Often Recycle Right (RORR) Pilot Program Update
Waste Management will be presenting a recap of the RORR Pilot Program that was rolled out one year ago and next steps. With the City’s support and partnership, Waste Management has reduced recycling contamination with the introduction of the RORR education program. Together, Waste Management and the City have set the RORR standards for recycling in Elgin and for other Waste Management communities.
D. Consideration of Cultural Arts Commission 2017 Grant Award Recommendations
($62,967) Objective: Distribute grant funds to local organizations to support arts programming in the community.
H. Consideration of Economic Development Incentive Agreement with Surewerx (No
Outflow of Funds) Objective: Enter into an economic development incentive agreement to induce the investment of approximately $4.2 million in a 90,000 square-foot facility that will create approximately 45 full-time positions.
