Streamwood Board of Trustees met Thursday, Dec. 1.

MINUTES OF THE REGULAR BOARD MEETING OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES HELD ON THURSDAY, DECEMBER 1, 2016 

CALL TO ORDER: President Roth called the meeting to order at 7:03 p.m. 

ROLL CALL: Trustee William Harper Present Trustee Mary Thon Present Vacant Trustee William Carlson Present Trustee Michael Baumer Present Trustee James Cecille Present President Billie D. Roth Present All those answering “present” were physically present at the meeting. 

PLEDGE OF ALLEGIANCE: 

PRESIDENT’S REPORT: Commission Appointment President Roth requested concurrence with the appointment of William Wagner to the Veterans Memorial Commission for a two year term expiring December 2018. Trustee Thon moved for approval. Trustee Carlson seconded the motion. A voice vote approved the appointment. Village Clerk Kopitke administered the oath of office to Mr. Wagner. 

VILLAGE MANAGER’S REPORT: Village Manager Sharon Caddigan noted the state legislature is in veto session and is currently considering SB 550 regarding lead in drinking water, particularly in schools. The current Bill would force the municipalities to do testing for any/all schools within their jurisdictions. The Village has sent a letter in opposition of this mandate; we will continue to monitor this Bill. 

APPROVAL OF AGENDA: Request the Board approve the December 1, 2016 Agenda as presented. Trustee Cecille moved for approval. Trustee Baumer seconded the motion. A voice vote approved the Agenda as presented. 

2 Village Board Minutes December 1, 2016 APPROVAL OF THE MINUTES: Request the Board approve the Minutes of the Public Hearing on the 2017 Operating and Capital Improvements Budget held on Thursday, November 17, 2016 as presented. Trustee Harper moved for approval. Trustee Carlson seconded the motion. A voice vote approved the Minutes as presented. Request the Board approve the Minutes of the Public Hearing on the 2017 Tax Levy held on Thursday, November 17, 2016 as presented. Trustee Cecille moved for approval. Trustee Baumer seconded the motion. A voice vote approved the Minutes as presented. Request the Board approve the Minutes of the Regular Board Meeting of Thursday, November 17, 2016 as presented. Trustee Cecille moved for approval. Trustee Carlson seconded the motion. A voice vote approved the Minutes as presented. 

COMMUNITY DEVELOPMENT – Trustee Cecille/Trustee Baumer A-16-108 Ordinance – PUD Amendment – 529 East Lake Street Request the Board approve an Ordinance entitled “AN ORDINANCE AMENDING ORDINANCE 1996-18 TO AMEND THE I-2 INDUSTRIAL PLANNED UNIT DEVELOPMENT AGREEMENT TO ALLOW THE OPERATION OF A TRUCK AND TRAILER RENTAL BUSINESS IN CONJUNCTION WITH A SELFSTORAGE FACILITY AT 529 EAST LAKE STREET. This Ordinance approves an amendment to Ordinance 1996-18 to permit a truck and trailer rental operation within an existing self-storage facility. Trustee Cecille presented the Ordinance for first reading and posting. Community Development Director John Peterson stated the petitioner recently purchased the existing storage facility and has been doing significant landscape and facility repairs. This PUD amendment will allow for truck/trailer rental and storage at the facility. There is adequate space, and the property is well buffered from any residential areas. The Planning and Zoning Board heard the petition and recommended in favor with three conditions: 1. The parking area should be properly striped, all fire lanes properly marked and posted “no parking”; 2. A maximum of ten (10) trucks and/or trailers shall be permitted to be parked on-site; and 3. Trucks and trailers shall be parked only on the back portion of the property. Angela Farley, UHaul of Chicago Western Suburbs, was present for questions. Trustee Harper asked if there would be any truck maintenance work done on-site. Ms. Farley stated no maintenance would take place on-site; they have a separate maintenance facility to service their trucks and trailers. Trustee Cecille asked about occupancy for the facility. Ms. Farley stated they are approximately 35% occupied, 3 Village Board Minutes December 1, 2016 and noted the need for repairs in many of the units and that occupancy is increasing. Trustee Carlson asked about the size of the trucks at this location. Ms. Farley stated they would be 17 feet and less; none of the larger trucks would be rented from this location. 

LEGISLATIVE - Trustee Harper A-16-104 Ordinance – Approval of 2016 Property Tax Levy Request the Board approve an Ordinance entitled “AN ORDINANCE LEVYING AND ASSESSING THE TAXES OF THE VILLAGE OF STREAMWOOD FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2016 AND ENDING ON DECEMBER 31, 2016.” This Ordinance levies $11,053,030 in property taxes for general government, debt service and pension purposes. A public hearing was held on November 17, 2016 to thoroughly review the levy. Trustee Harper presented the Ordinance for second reading and moved for approval. Trustee Cecille seconded the motion. ORDINANCE 2016-23 5 FINANCE - Trustee Harper/Trustee Thon A-16-109 Motion – Approval of Semi-Monthly Expenditures Request the Board approve the semi-monthly expenditures in the amount of $907,230.29 which represents the total of the schedule of bills dated December 1, 2016. General Fund $ 348,191.98 Wetland Special Service Area 2,806.56 Street Improvement Fund 39,585.29 Facilities Replacement Fund 999.91 Water and Sewer Fund 515,135.95 Golf Fund 510.60 Total $ 907,230.29 Trustee Harper moved for approval of the semi-monthly expenditures as presented. Trustee Baumer seconded the motion. Finance Director Josh Peacock noted the payments for IPBC health insurance and JAWA water purchase on this list. A-16-107 Ordinance – Approval of 2017 Operating and Capital Improvements Budget Request the Board approve an Ordinance entitled “AN ORDINANCE APPROVING AND ADOPTING THE 2017 OPERATING AND CAPITAL IMPROVEMENTS BUDGET FOR THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Ordinance approves the Village's 2017 Operating and Capital Improvements Budget. The Village Board held public workshop sessions, and a public hearing was held on November 17, 2016, to thoroughly review the spending plan. Trustee Harper presented the Ordinance for second reading and moved for approval. Trustee Carlson seconded the motion. ORDINANCE 2016-24 6 A-16-110 Ordinance – Approval of 2017 Non-Union Employee Pay Plan Request the Board approve an Ordinance entitled “AN ORDINANCE AMENDING TITLE 1, CHAPTER 11, SECTION 2-2 OF THE VILLAGE CODE OF THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Ordinance establishes 2017 salary ranges for the eight job categories affecting non-union Village employees. Trustee Harper presented the Ordinance for first reading and posting. Village Manager Sharon Caddigan stated that this pay plan is reviewed annually and the ranges for the covered positions changed from -2% to +4% overall, with an average decrease of 1% overall for all ranges. 

PUBLIC SAFETY - Trustee Baumer/Trustee Cecille I-16-001 Information Item – Winter Safety 

Winter is just around the corner, and the Village would like to offer some reminders regarding winter safety. First, our winter parking regulations are now in effect. Vehicles in residential driveways may block the sidewalk from December 1 through the end of February. Parking is still prohibited on Village streets between the hours of 1-5 am, except where noted in specific subdivisions. Parking is also prohibited after a 2 inch or greater snowfall until streets are fully plowed. Please do not rake, sweep or blow leaves into Village streets. Leaves can block storm sewers causing flooding in the streets. All yard waste must be collected and placed into approved containers for removal. Please be reminded that yard waste pickup service ends December 15. Finally, please do not shovel snow into the street. This is especially important after the plows clear the snow and lay salt as snow blown into the street can create ice slicks and other safety hazards. 

COMMUNITY AFFAIRS - Trustee Carlson I-16-002 Information Item - Luminaria Please join us on Friday, December 2, at 6:30 p.m. for Luminaria 2016 – the 32nd Annual lighting event! Hundreds of volunteers, civic organizations, and families help bring the holiday spirit to Streamwood by lining the medians of Park Boulevard with Luminaria. The entire Municipal Campus is also filled with lights, as Luminaria line Village Hall, the Police Station and Veterans Memorial. Don’t forget to stop into the Village Hall to enjoy cookies, hot cocoa, a visit with Santa and Mrs. Claus and holiday tunes sung by the Streamwood Choral Society.

PUBLIC WORKS - Trustee Thon/Trustee Carlson A-16-111 Ordinance – Approval of Amendment to Title 8 / Water and Sewer Rates Request the Board approve an Ordinance entitled “AN ORDINANCE AMENDING SUBSECTION “A” OF SECTION 8-3-4-1 OF CHAPTER 3, ENTITLED “WATERWORKS AND SEWERAGE SYSTEM REGULATIONS,” OF TITLE 8, ENTITLED “PUBLIC WAYS AND PROPERTY,” OF THE VILLAGE CODE OF THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS. This Ordinance amends the Village Code to reduce water and sewer rates that were scheduled to increase. The rate reduction will become effective January 1, 2017. Trustee Thon presented the Ordinance for first reading and posting. Finance Director Josh Peacock noted the stabilization of the water purchase costs from the City of Chicago which will allow the Village to reduce the water billing to customers by 1% for the next three years (through 2019).
