Streamwood board schedules fire prevention week

The village of Streamwood Board of Trustees met Sept. 15 to schedule a fire prevention week.

Here are the meeting's minutes, as provided by the board:

The Streamwood Village Board includes the village president and six trustees. They are charged with making policy decisions regarding annexation, taxes, budgets, contracts, citizens’ and others’ concerns, development improvements, establishing and maintaining codes, and the establishment of license fees and other charges.

MINUTES OF THE REGULAR BOARD MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD ON THURSDAY, SEPTEMBER 15, 2016

CALL TO ORDER:

President Roth called the meeting to order at 7:02 p.m.

ROLL CALL:

All those answering “present” were physically present at the meeting.

PRESIDENT’S REPORT:

P-16-001 Swearing In – Firefighter / Paramedics

The Village formally welcomed Firefighter/Paramedic Joseph Johnson, Eric Blaser, Patrick O’Brien and Thomas Sammons after completion of their probationary period.

P-16-002 Commission Appointment

President Roth requested concurrence with appointment of Trustee Jim Cecille to the Liquor Commission. Trustee Carlson moved for approval. Trustee Harper seconded the motion. A voice vote approved the appointment.

RECESS:

Trustee Harper moved for a short recess to allow for photos, etc. Trustee Cecille seconded the motion. A voice vote approved the recess. The Village Board recessed at 7:16 p.m.

RECONVENE MEETING:

The Village Board reconvened the Board meeting at 7:34 p.m.

VILLAGE MANAGER’S REPORT:

Village Manager Sharon Caddigan stated the Natural Resource Conservancy Commission is looking for volunteers to assist in the Phoenix Lake Clean Up project on Saturday, September 24th starting at 8 a.m.

Ms. Caddigan reported on proposed Cook County legislation that would mandate paid sick leave for all employees of Cook County businesses. Local business owners have expressed concern and those concerns have been shared with CC Commission Schneider. This matter will be considered at the October 5th Cook County Board meeting.

APPROVAL OF AGENDA:

Request the Board approve the September 15, 2016 Agenda as presented. Trustee Cecille moved for approval. Trustee Carlson seconded the motion. A voice vote approved the Agenda as presented.

APPROVAL OF THE MINUTES:

Request the Board approve the Minutes of the Regular Board Meeting of Thursday, September 1, 2016 as presented. Trustee Cecille moved for approval. Trustee Baumer seconded the motion. A voice vote approved the Minutes as presented.

LEGISLATIVE - Trustee Harper

A-16-084 Resolution – Review of Closed Session Minutes

Request the Board approve a Resolution entitled: “A RESOLUTION REGARDING THE REVIEW OF CLOSED SESSION MINUTES”.

This Resolution approves the Village Clerk to keep certain closed session minutes confidential.

Trustee Harper presented the Resolution and moved for approval. Trustee Cecille seconded the motion. Attorney Tom Bastian stated the Village is required to perform a semi-annual review of Closed Session Minutes. He has reviewed the Minutes and is recommending they remain confidential. ROLL CALL:

I-16-001 Proclamation – Pulmonary Fibrosis Global Awareness Month

Presented to the family of Streamwood resident Jeffrey Peters who succumbed to the disease in 2015.

PUBLIC WORKS - Trustee Thon/Trustee Carlson

A-16-085 Ordinance – Plat of Easement at 529 East Lake Street

Request the Board approve an Ordinance entitled “AN ORDINANCE TO ACCEPT A GRANT OF EASEMENT AND APPROVE THE PLAT OF EASEMENT FOR THE PROPERTY COMMONLY KNOWN AS 529 EAST LAKE STREET, STREAMWOOD, ILLINOIS.” This ordinance accepts and approves a plat of easement at 529 East Lake Street for a sanitary sewer line.

Trustee Thon presented the Ordinance for first reading. Public Works Director Matt Mann stated this is a long-existing easement for the sanitary sewer line and lift station that was never formalized with the property owner. The property is scheduled to transfer to new ownership, and the plat and agreement have been signed by the current owners (and agreed to by the contract purchaser) to formalize the Village’s easement on the property. Attorney Tom Bastian asked the Board to consider waiving the first reading.

Trustee Thon moved to waive the first reading for the Ordinance. Trustee Cecille seconded the motion. A voice vote approved waiving the first reading. Trustee Thon moved to approve the Ordinance as presented. Trustee Carlson seconded the motion. ROLL CALL:

A-16-086 Motion – Approval of Semi-Monthly Expenditures

Request the Board approve the semi-monthly expenditures in the amount of $304,335.20 which represents the total of the schedule of bills dated September 15, 2016.

General Fund $124,046.94 Wetland Special Service Area 8,705.15 Street Improvement Fund 108,854.56 Equipment Replacement Fund 11,262.74 Facilities Equipment Replacement Fund 14,745.64 Water and Sewer Fund 23,448.64 Golf Fund 13,271.53

Total $ 304,335.20

Trustee Harper moved for approval of the semi-monthly expenditures as presented. Trustee Carlson seconded the motion. ROLL CALL:

Fire Chief Chris Clark invited everyone to the Fire Department Open House on Saturday, October 8th from 11 a.m. to 2 p.m. at Fire Station #1, 1204 South Park Avenue.

Trustee Baumer moved to adjourn to Closed Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees per 5ILCS 120/(c)(1). Trustee Cecille seconded the motion. ROLL CALL:
