Wheeling Board of Health reviews agenda changes

The Village of Wheeling Board of Health met Tuesday, March 22.

The Wheeling Board of Health has general supervision of the public health interests of the people of the village. The seven members of the board are appointed by the village president and serve three-year terms.

Here are the meeting minutes as provided by the Village of Wheeling Board of Health:

WHEELING BOARD OF HEALTH March 22, 2016 SPECIAL MEETING

I. CALL TO ORDER

The meeting was called to order at 7:02 p.m. by Chairman Bieber.

II. ROLL CALL Present: Commissioners Bieber, Birnbaum, Ebeling, Shannon, Simon

Commissioners Hembd was absent with prior notice. Commissioner Premo was absent without prior notice.

Guest: Beth Harrington, Wellness Manager, Wheeling Park District

APPROVAL OF MINUTES – January 26, 2016

Commissioner Birnbaum, seconded by Commissioner Ebeling to approve the minutes dated January 26, 2016, as corrected:

The spelling of Swank was corrected to Swance.

The motion was approved by a voice vote.

III. CHANGES TO THE AGENDA Health Officer Slaby moved the discussion of the Community-based walking program to the first item.

TV. OLD BUSINESS

Community-based walking program Commissioner Birnbaum introduced Beth Harrington from the Wheeling Park District. She distributed copies of the Park District flyer announcing the walking club and the summer brochure that also includes information on it. -

Commissioner Birnbaum announced the program starts on Saturday, May 21” at 9:30 a.m. at the Heritage Park Performance Pavilion and is open to all ages. There are 1 mile, 1.3 mile and 2 mile paths available. Maps will be available the day of the walk showing the different options.

Commissioner Birnbaum explained the Park District was charging a $10 fee to register. The registration fee includes a walking log and water bottle. Walkers who log 100 miles receive a special t-shirt,

Ms. Harrington further explained that they didn’t want to make people register so non-registered participants could just show up and walk with the others. Commissioner Birnbaum explained that the miles logged could also include additional miles walked during the week, Ms. Harrington confirmed they would not police it.

Commissioner Birnbaum explained the Board of Health would support the walk by showing up and walking the walk. The Board of Health would attend once a month to walk with the community. Health Officer Slaby offered to get some apples or bananas donated by one of the grocery stores for the first walk on May 21”. Ms. Harrington thought it would be a great idea.

Ms. Harrington offered to attend on May 21”. Health Officer Slaby explained the entire Board of Health would attend and she would cover the prescription medication collection. Chairman Bieber offered to help at the collection after the start.

Health Officer Slaby questioned if the Board of Health would attending once a month. Commissioner Birnbaum suggested having a sign up for the second Saturday of the month.

Commissioner Shannon questioned if they needed the Board of Health to show up early on May 21" to help out. Ms. Harrington suggested arriving a few minutes early. She will bring the Park District’s fitness table with a table cloth and arrive at 9:15 a.m.

Commissioner Birnbaum suggested bringing a friend.

Health Officer Slaby announced the dates of the second Saturdays of the month during the program: June 11, July 9, August 13 and September 10.

Commissioner Shannon questioned if there should be a celebration on October 1* at the end of the walk. She suggested announcing the names of the people who walked 100-miles along with giving out the t-shirts. Health Officer Slaby suggested presenting a certificate at a Village Board Meeting to the group of 100-mile walkers. Ms. Harrington suggested keeping in contact regarding the number of 100mile walkers. Health Officer Slaby offered to print off a certificate of appreciation.

Health Officer Slaby agreed to ask for donations of bananas, apples, oranges and water to provide post walk. Ms. Harrington suggested having the fruit and water at the first and last walks.

Commissioner Shannon suggested having a cake. Health Officer Slaby suggested contacting Purple Sprout which sells health bakery goods,

Commissioner Birnbaum suggested advertising “The Board of Health supports and encourages Wheeling Walks” in the Village newsletter. The logo will be included.

Commissioner Birnbaum asked if assistance would be needed with signage. Ms. Harrington did not foresee any issues since it was a public park and well groomed.

Commissioner Shannon asked if the walk would take place rain or shine. Commissioner Birnbaum referred to the lightning detection system at the park. Walkers would need to seek shelter if the system went off. Ms. Harrington also mentioned the registered walkers could be contacted via e-mail regarding inclement weather. The non-registered walkers could not be contacted. Health Officer Slaby asked if the walkers could walk on the indoor track during inclement weather. Ms. Harrington was uncertain. The registered people could use the indoor track for the duration of the program without any problems.

She mentioned track passes were offered at the Park District for a small fee.

Commissioner Birnbaum suggested having park attendants during the walks. She suggested notifying risk management about the program.

Chairman Bieber asked if the Board of Health could offer assistance with any other Park District programs. Health Officer Slaby suggested starting with the walking program. Commissioner Birnbaum suggested promoting the walk at the 2K Hustle on April 23".

Health Officer Slaby asked if the walk could be advertised on the reader board. Commissioner Birnbaum offered to help. Ms. Harrington also offered to advertise it on the screen in the Fitness Center.

Health Officer Slaby asked if it would be possible for the Park District to help promote the Village blood drive on the screen. Ms. Harrington didn’t think it would be a problem.

The Board of Health thanked Ms. Harrington for attending the meeting.

IV. ON GOING PROGRAMS

(a) Blood Drives Health Officer Slaby announced the death of George Hieber on March 3". He and his wife had been volunteers at the Wheeling Community Blood Drives for over 25 years. A flower basket was sent to the funeral home on behalf of the Board of Health. The expense came from the Board of Health budget. Health Officer Slaby provided a flyer with photographs of George over the years.

Health Officer Slaby referred to the yearly Village’s citizen award for volunteers. It will be called the George Hieber Citizen Award with George Hieber being the first recipient. The plaque is hanging in the lobby of Village Hall.

Health Officer Slaby announced 45 units were collected from 52 attendees. There were a lot of walkins. There was an issue with LifeSource. She contacted LifeSource prior to the blood drive to let them know to be ready for more donors. They showed up with four people and set up five registration tables, six chairs and only 4 people to draw and register. They normally have 6–8 people. Health Officer Slaby explained the Village workers donate between 1:00p–2:00p and complete the paperwork on-line so they can get back to worker quicker. One employee sat for 45 minutes before being tapped. Some potential donors left because of the wait. The LifeSource rep found one additional person to assist and additional volunteers. Health Officer Slaby complained and the rep explained that because the goal was set at 40, they were cutting back. She completed the survey and was blunt with her comments. Someone complained that the rep was talking over the donor in the chair.

Health Officer Slaby announced a new volunteer; Becky Vogel would be replacing Estelle. She will give out the door prize raffles and snacks.

There were a lot of walk-ins and an outstanding response from the restaurants. The new owner of Dominos donated pizza every hour for the donors and volunteers. Each donor received a coupon from Dominos and they provided 12 certificates for a large pizza with three toppings that were distributed as door prizes. There were 20+ door prizes.

Commissioner Ebeling felt the check-in process was organized. There were 15 walk-ins. Health Officer Slaby mentioned LifeSource brought trainees after being asked not to in the past.

The next blood drive is scheduled on July 13.

(b) Prescription Medication Collection Commissioner Ebeling reported 1% containers of sharps were collected and 1 container of medication. The collection was slow,

The next collection is scheduled on April 16 with Commissioners Birnbaum and Hembd. Health Officer Slaby will cover May 21” during the walk. Chairman Bieber mentioned he would also assist.

Health Officer Slaby received a notice from the Fire Department announcing that some Walgreens will eventually start collecting medications and controlled substances. There will be 39 statewide. She spoke with both Walgreens in the Village and they were unaware of the program.

Commissioner Ebeling mentioned a cover was missing for the third drum. Chairman Bieber asked for extra bags for the drums.

A motion to adjourn the meeting was entered at 7:45 p.m. by Commissioner Ebeling. Commissioner Birnbaum seconded the motion. The motion received unanimous approval by the Board of Health.
