Streamwood trustees to consider agenda, development projects

The Village of Streamwood board of trustees will meet at 7 p.m. tomorrow, July 7.

The Streamwood Village Board includes the village president and six trustees. They are charged with making policy decisions regarding annexation, taxes, budgets, contracts, citizens’ and others’ concerns, development improvements, establishing and maintaining codes, and the establishment of license fees and other charges.

A-16-051 Ordinance – Amending the Zoning Map / 91 W. Irving Park Road

Request the Board approve an Ordinance entitled “AN ORDINANCE AMENDING THE ZONING MAP OF THE VILLAGE OF STREAMWOOD TO REZONE THE PROPERTY LOCATED AT 91 W. IRVING PARK ROAD, STREAMWOOD, ILLINOIS”. This Ordinance is being presented for second reading and passage.

This Ordinance amends the zoning map to rezone the property located at 91 W. Irving Park Road from C-2 Commercial to C-2 PUD Commercial.

A-16-052 Ordinance – Special Use Permit for a Commercial Planned Unit Development /

91 W. Irving Park Road

Request the Board approve an Ordinance entitled “AN ORDINANCE GRANTING A SPECIAL USE PERMIT, WITH VARIATIONS, FOR PRELIMINARY AND FINAL APPROVAL FOR A COMMERCIAL PLANNED UNIT DEVELOPMENT IN THE C-2 PUD ZONING DISTRICT IN THE VILLAGE OF STREAMWOOD FOR McDONALD’S CORPORATION (91 W. IRVING PARK ROAD)”. This Ordinance is being presented for second reading and passage.

This Ordinance approves a special use permit, with variations, for a Preliminary and Final Commercial Planned Unit Development (PUD) to allow the redevelopment for and operation of an existing restaurant with drive-thru component.

A-16-053 Ordinance – Authorize the Execution of a Planned Unit Development Agreement

Request the Board authorize an Ordinance entitled “AN ORDINANCE AUTHORIZING THE EXECUTION OF A PLANNED UNIT DEVELOPMENT AGREEMENT FOR McDONALD’S CORPORATION (91 W. IRVING PARK ROAD, STREAMWOOD, ILLINOIS)”. This Ordinance is being presented for second reading and passage.

This Ordinance authorizes the Village President to execute, and Village Clerk to attest to, a Planned Unit Development Agreement for McDonald’s Corporation located at 91 W. Irving Park Road.

I-16-001 Summer Celebration

The premier event of the summer – Summer Celebration – will be held Friday, July 29 through Sunday, July 31 at Hoosier Grove Park. Join your friends, family and neighbors for a “Picnic in the Park.” The festival starts on Friday, July 29 at 5:00 pm. Enjoy delicious food, listen to great live music, participate in contests and games and take a spin on the carnival rides. On Saturday, our annual parade begins at 10:30 am, stepping off from Streamwood Boulevard and Bartlett Road. Over 100 units will be in this year’s parade. Sunday starts out with a golf outing at Streamwood Oaks Golf Club at 7:30 am. The festival ends on Sunday, July 31, at 8:00 pm. Parking is restricted at Hoosier Grove, but free shuttle buses are available from Village Hall, Park Place and, new site this year, Hanover- Countryside Elementary School.

A-16-069 Ordinance – Approval of Amendment to Title 8 of the Village Code / Public

Ways and Property

Request the Board approve an Ordinance entitled “AN ORDINANCE AMENDING CHAPTER 3 ENTITLED “WATERWORKS AND SEWERAGE SYSTEM REGULATIONS” OF TITLE 8 ENTITLED “PUBLIC WAYS AND PROPERTY” OF THE VILLAGE CODE OF ORDINANCES OF THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS” This Ordinance is being presented for first reading and posting.

This Ordinance amends Chapter 3, of Title 8 by adding Section 8-3-13-1 entitled “Required Use of WaterSense Products” requiring the use of plumbing fixtures designated as WaterSense products by the United States Environmental Protection Agency.

Request the Board approve the semi-monthly expenditures in the amount of $958,210.36 which represents the total of the schedule of bills dated July 7, 2016.

I-16-002 Budget Award

For the 25th consecutive year, the Village of Streamwood has been awarded the Distinguished Budget Presentation Award by the Government Finance Officers’ Association (GFOA). This award represents a significant achievement. It indicates that our budget document has been reviewed and rated by an expert panel of independent budgeting professionals. Since the inception of the GFOA’s Awards Program in 1984, only about 900 units of government, out of more than 4,800 member units in the United States and Canada, have received the award. The award specifically recognized that the document clearly communicated the Village’s financial plans and provided an operations guide for all departments.

A-16-071 Resolution – Approval of an Intergovernmental Agreement / School District U-46

School Liaison Services

Request the Board approve a Resolution entitled “A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE ON BEHALF OF THE VILLAGE OF STREAMWOOD AND AUTHORIZING THE VILLAGE CLERK TO ATTEST TO A CERTAIN AGREEMENT WITH SCHOOL DISTRICT U-46 FOR SCHOOL LIAISON SERVICES.”

This Resolution approves an Intergovernmental Agreement with School District U-46 for school liaison services wherein the Village provides police officer liaisons at Streamwood High School, Canton Middle School and Tefft Middle School.

A-16-072 Ordinance Amendment – Rules and Regulations/Civil Service Commission

Request the Board approve an Ordinance entitled “AN ORDINANCE APPROVING THE REVISED RULES AND REGULATIONS OF THE CIVIL SERVICE COMMISSION OF THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Ordinance is being presented for first reading and posting.

This Ordinance Amendment approves the revised Rules and Regulations of the Civil Service Commission. Revisions were necessary to building on the Board of Trustees goal of succession planning and encouraging the internal growth and development of staff at all levels.
