The Village of Wheeling president and board of trustees met Monday, April 25.
The Wheeling board of trustees is the legislative branch of village government, which creates all village policy administered by the village manager. The board of trustees, along with the president, serve as the corporate authorities. Three trustees are elected by the citizens of Wheeling every two years for four year terms. Board members’ terms commence on the first Monday in May following their election.

CALL TO ORDER President Argiris called the special meeting of the Board of Trustees of the Village of Wheeling to order at 6:48 p.m.
ROLL CALL FOR ATTENDANCE Clerk Simpson called the roll and the following Board members were present: Dean Argiris Ken Brady Mary Papantos Joe Vito Ray Lang Mary Krueger Dave Vogel. Also present were: Jon Sfondilis, Village Manager; Mike Crotty, Assistant Village Manager; Mallory Milluzzi, Associate Village Attorney; Michael Mondschain, Finance Director; Andrew Jennings, Community Development Director; John Melaniphy, Economic Development Director; Mark Janeck, Public Works Director; Chuck Spratt, Superintendent of Fleet Services; Lori Hazlewood, Superintendent of Streets & Forestry; Jamie Dunne, Police Chief; Keith MacIsaac; Fire Chief; and representative of Journal & Topics newspaper.
PROCLAMATIONS, CONGRATULATORY RESOLUTIONS AND AWARDS
Proclamation: Arbor Day – Friday, April 29, 2016. Clerk Simpson read the proclamation in its entirety. President Argiris presented the proclamation to Superintendent of Streets and Forestry Lori Hazlewood.
Proclamation: Building Safety Month – May 2016. Clerk Simpson read the proclamation in its entirety. President Argiris presented the proclamation to Community Development Director Andrew Jennings.
APPOINTMENTS AND CONFIRMATIONS
Jon Kolssak – Board of Fire and Police Commissioners
Michael Murphy – Board of Fire and Police Commissioners
A motion was made by Trustee Vogel and seconded by Trustee Papantos that Commissioners
Kolssak and Murphy be reappointed to the Board of Fire and Police Commissioners.
On the roll call the vote was:
AYES: 7 – Trustees Brady, Papantos, Vito, Lang, Krueger, Vogel & President Argiris
NAYS: 0
ABSENT: 0
There being seven affirmative votes, the motion was approved.
ADMINISTRATION OF OATHS
Jon Kolssak – Board of Fire and Police Commissioners. Clerk Simpson administered the Oath of Office to Commissioner Kolssak.

NEW BUSINESS
A. PRESENTATION RE: Property Tax Workshop by the Cook County Tax Assessor’s Office Hector Dominguez and Priscilla Zempeta from the Cook County Tax Assessor’s Office were present to answer questions from residents and give a presentation on how to file property tax appeals.
Commissioner Dan Patlak from the Cook County Board of Review was also present to answer questions.
OFFICIAL COMMUNICATIONS
Manager Sfondilis announced that a SWANCC electronics recycling and paper destruction event will be held at 77 W. Hintz on Saturday, May 7.
Trustee Papantos thanked the Fire Department who recently dealt with a neighbor of hers who had to be transported to Glenbrook Hospital. Her neighbor was very pleased with the service she received from the Fire Department.
Trustee Papantos asked for an update on the Whitley project. Manager Sfondilis answered that the developer is currently changing their building plans based on their budget and earthwork needed to be done. This process is taking longer than they had anticipated and is outside of the Village’s control. Director Jennings indicated that one plans are received, his department will expedite the process of reviewing and approving them.
Clerk Simpson reminded residents that the Wheeling Historical Society’s presentation The Little Black Dress will take place on Wednesday, April 27 at Chamber Park.
ADJOURNMENT
President Argiris asked for a motion to adjourn the meeting. A motion was made by Trustee
Krueger and seconded by Trustee Papantos that the meeting be adjourned.
The motion carried by voice vote.

There being seven affirmative votes, the motion was approved.
