The Emergency Telephone System Board (ETSB) of the Village of Wheeling, Illinois to hold special meeting today at 6:30 p.m. in the Board Room of the Village Hall.
After calling the meeting to order, the board will approve the Dec. 15 meeting minutes.
At the special meeting, the board will adopt the Village of Wheeling E-9-1-1 budget for FY 2016. It will also authorize the expenditure of funds from the Emergency Telephone System Fund. The 2016 operating budget is $572,371.
In order to use the funds from the emergency telephone surcharge, the ETSB must pass a budget for the new fiscal year, in this case FY 2016. The emergency telephone surcharge funds can only be spent on expenses directly related to 9-1-1 services and associated emergency services, such as dispatching emergency personnel to an incident.
The two surcharges on telecommunications provide funding for 9-1-1 services and dispatching. One is for land lines. That surcharge was set by the Village in 1989 at 75 cents for each line every month. The other surcharge is for cellular services and state law has set it at 73 cent for each line every month. The state gives 66 cents of this surcharge to the municipality or county of the cellphones billing address. The Village provides additional funding to ensure that 9-1-1 and associated services are supported. For FY 2016, the Village provided $120,000 as an interfund transfer from the Police and Fire Department budgets.
After the adoption and approval of the FY 2016 ETSB budget, the meeting will be adjourned.
