3. DISCUSSION TOPICS 

A. Fiscal Year (FY) 2027-2031 Five-Year Capital Improvement Plan 

The Capital Improvement Plan (CIP) is a long-range planning document  designed to inform anticipated capital needs in the Village including infrastructure improvements and capital purchases for which funding will be requested in the applicable fiscal year budget presented for adoption in April in advance of each May 1 fiscal year start date. The FY 2027-2031 CIP includes projects and cost projections for May 1, 2026 through April 30, 2031. 

B. Property Tax Levy Discussion for Tax Year 2025 (Fiscal Year 2027)

Pursuant to State Statute a property tax levy must be adopted and filed with the Cook County Tax Extension Office by the last Tuesday of December each year. The components of the Village's levy are allocated among its Corporate (i.e. General) Fund, Debt Service Fund (bonds & interest), Police Pension Fund, and Fire Pension Fund. The Village also levies on behalf of the Northbrook Public Library which submits its levy request to the Finance Department each October. 

C. Discussion on the Staff Recommendation to Repeal Chapter 15, Article XIX (Vehicle Licenses) Effective May 1, 2026 

Pursuant to Village Code Chapter 15, Article 19, with few exceptions, a local vehicle license must be purchased for all vehicles registered within Northbrook's corporate boundaries. This requirement generates net revenue of approximately $450,000 per year. Due to the high administrative burden required to generate a relatively small amount of revenue, customer impact of license purchase and low compliance, staff is recommending repealing this section of the code and eliminating the local vehicle license (sticker) requirement effective with the 2026 annual renewal season. 

D. Discussion Item Regarding General Fund Surplus 

As discussed at the October 14, 2025, Village Board Committee of the Whole meeting, the Village ended FY25 with a calculated General Fund surplus of $3,628,306, above the 40% fund balance policy requirements.
