      Objective: Enter into a new reimbursement agreement with the Association for Individual Development (AID) for hotel expenses incurred under the City of Elgin Unsheltered Pilot Program for State FY25-26.

B. Voice Telephone Services—Access One Agreement Renewal ($2,751.70 Monthly for 18 Months; $49,530.60 Contract Term)

      Objective: Renew the city’s voice telephone service contract for consistent and reduced monthly charges.

C. Lead Service Line 2024 Replacement Program – Contract A, Change Order No. 1 and Final for Bid 24-016 ($91,009)

      Objective: Improve the water distribution system by replacing lead water service lines.

D. Lead Service Line 2024 Replacement Program – Contract B, Change Order No. 2 and Final for Bid 24-017 (-$124,001.23 Decrease in Cost)

      Objective: Improve the water distribution system by replacing lead water service lines.

E. Lead Service Line 2024 Replacement Program – Contract C, Change Order No. 2 and Final for Bid 24-018 ($22,823)

      Objective: Improve the water distribution system by replacing lead water service lines.

F. Filter Valves and Control Stations Purchases—Agreement with Harold Beck & Sons, Inc. ($59,762)

      Objective: Ensuring a reliable and adequate water supply by replacing aging equipment.

G. Regulating Use of City-Owned Properties for Civil Immigration Enforcement Activities ($47,200)

      Objective: Establish guidelines prohibiting the use of city-owned properties for civil immigration enforcement activities and protocol for city staff reporting any such violations.

H. Proposed 2026 Budget and Three-Year Financial Plan

      Objective: Provide an introductory presentation on the proposed 2026 Budget and ThreeYear Financial Plan in advance of budget deliberations beginning November 12th.
