Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions.
All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. 8. CONSENT AGENDA
The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item.
A. A Resolution Approving a Four-Year Collective Bargaining Agreement with the Metropolitan Alliance of Police, Chapter #375
Good faith bargaining took place between the Village of Northbrook and the Metropolitan Alliance of Police, Chapter #375 representing Police Officers and Dispatchers and has resulted in a successor four year Collective Bargaining Agreement.
B. A Resolution Authorizing a Contract for Tuckpointing of the Lakefront Pump Station with Robe, Inc. of Chicago, Illinois
The Village is contracting for tuckpointing repairs to masonry at the Lakefront Pump Station, originally constructed in 1963.
C. A Resolution Approving the Renewal of an Annual Subscription for Village Email Security and Archiving Systems from Insight Public Sector
This Resolution approves the renewal of an annual subscription for electronic mail security and archiving systems.
D. A Resolution Approving Payment to the Northbrook Park District for Grapes on the Green and Brewfest in 2025
The Village of Northbrook and Northbrook Park District have successfully partnered on Brewfest since 2021 and Grapes on the Green since 2023. This Resolution approves a $20,000 payment ($10,000 for each event) to the Northbrook Park District for coordinating logistics, preparations, and event staffing for these two events in 2025.
E. An Ordinance Authorizing the Disposal of a Dive Rescue Squad Vehicle The Fire Department maintains one vehicle as a dive rescue squad to support the preparedness and response capabilities of the Department’s dive team . The current vehicle is due for disposal and replacement with a surplus ambulance.
F. An Ordinance Rescinding that Portion of Ordinance 2023-13 Disposing of Ambulance Unit #64 and Authorizing the Use of Ambulance Unit #64 as a Replacement Vehicle
This Ordinance rescinds a portion of a previous Ordinance approved by the Village Board regarding the disposal of a fire department ambulance, and instead utilizes that ambulance as a replacement for a fire department dive rescue vehicle that has reached the end of its useful service life.
G. A Resolution Approving a Grant Agreement Between the Village and Community Partners for Affordable Housing
The Grant Agreement provides for the Village to participation in a Community Land Trust program for Affordable Housing (CPAH) for acquisition of residential properties in Northbrook using dedicated Affordable Housing Funds to be owned by the Trust and sold at affordable levels consistent with the affordable housing plan.
H. A Resolution Approving Adjustments to the Compensation of the Village Manager and Authorizing the Use of a Consultant to Facilitate the Annual Performance Evaluation
The attached resolution makes adjustments to the compensation of the Village Manager in accordance with the employment agreement.
I. A Resolution Approving Amendment No. 2 to the Power Supply Agreement with MC Squared Energy Services, LLC, for the Village's Electricity Aggregation Program.
The current Power Supply Agreement with MC Squared (initially executed in 2021) will expire at the end of September. To continue with an electricity aggregation program without interruption, as a member of the North Shore Electricity Aggregation Consortium, approval of a second amendment to the Power Supply Agreement with MC-Squared is required.
J. A Resolution Authorizing a Settlement Agreement and Post Judgement Interest for Case No. 2021CH04930.
This settlement is the payment of health insurance premiums related to the Public Safety Employee Benefits Act in the amount of $90,230.
K. Motion to Approve the August 12, 2025 Closed Session Minutes held during the Committee of the Whole of the Village Board
L. An Ordinance Amending Chapter 23 of the Northbrook Municipal Code, as Amended, Repealing Ordinance No. 2025-50 and Imposing a Municipal Grocery Retailers' Occupation Tax and Municipal Grocery Service Occupation Tax
This ordinance will repeal Ordinance 2025-50 previously adopted on August 26, 2025 and replace it with an Ordinance as recommended by the Village Attorney that includes some minor modifications to the technical language used in Section 23-201 of the Ordinance. A supplemental red-line attachment is included in the agenda materials.
9. ADMINISTRATION AND FINANCE
A. A Resolution Approving a Five-Year Professional Services Agreement with Housing Opportunity Development Corporation for Crestwood Place Property Management Services in an Amount Not-to-Exceed $225,000
The Village is currently under a contract through October 31, 2025 with Realty & Mortgage Co. for the professional management of Crestwood Place. Staff completed the process of securing new proposals via the RFP process. A total of four businesses responded to the RFP, including the incumbent.
10. PLANNING AND ECONOMIC DEVELOPMENT
A. An Ordinance Adopting a New Zoning Code for the Village of Northbrook (Plan Commission Docket No. PCD-25-09)
In 2023, the Village of Northbrook retained Houseal Lavigne to assist in the drafting of a new Zoning Code replacing the current Zoning Code which was adopted in 1988. The proposed draft Zoning Code underwent a series of 15 public meetings/events over the last two years and two public hearings at the Plan Commission on July 15 and August 19, 2025. The draft document was recommended for approval by the Plan Commission subject to several conditions.
B. An Ordinance Rezoning the Properties at 2890 and 2990 Dundee Road and Amending the District Zoning Map (Plan Commission Docket No. PCD-25-10) The proposed new Zoning Code includes the elimination of the O-5 Restricted Office District which is currently mapped on 2890 and 2990 Dundee Road. To be consistent with the proposed new Zoning Code, the two parcels require rezoning to the O-2 Limited Office District.
C. Preliminary Review of a Request by Sevan Multi-Site Solutions on behalf of Roundy's Supermarkets Inc., to amend Ordinance No. 2014-3 approving a planned development at 784 Skokie Boulevard to allow for installation and operation of a gas station on the south side of the property.
The applicant is requesting to amend the previously approved site plan for the planned development to allow the installation of fuel station pumps and a small sales kiosk on the south end of the property to be operated by the grocer. The proposed fuel sales in the O-4 Boulevard Office District requires a special permit under the current zoning code; however if the Board adopts the proposed new Zoning Code the use would be a permitted use. In this instance, relief is still necessary either way to amend the originally approved planned development.
