City of Evanston Human Services Committee met Sept. 2

Here is the agenda provided by the committee:

(I) CALL TO ORDER/DECLARATION OF A QUORUM: COUNCILMEMBER BURNS

(II) APPROVAL OF MINUTES OF THE REGULAR MEETING

HS1. Approval of the Minutes of the Regular Meeting

Staff recommends approval of the minutes of the regular meeting of June 2, 2025.

(IV) PUBLIC COMMENT

The Animal Welfare Board recommends adoption of Ordinance 15-O25, which amends Title 9, Chapter 4 of the Evanston City Code to update procedures related to the impoundment of stray and feral animals.

HS5. Ordinance 49-O-25, Dempster Beach Launch Facility - Life Jacket Requirement

Staff requests that the Human Service Committee recommend to the City Council the adoption of Ordinance 49-O-25 amending city code section 7-11-7 titled “Regulations of City Boat Ramps, Boating Activities”, requiring all users of the Dempster St. Boat Launch Facility to wear a USCG-approved life jacket.

HS7. Resolution 67-R-25 Approval of an Honorary Street Name Sign Designation Staff requests that the Human Services Committee recommend to the City Council the adoption of Resolution 67-R-25, designating that portion of Oakton Street between Asbury Avenue and Wesley

Avenue with the Honorary Street Name Sign, “James (Jim) McHolland Way”.

Funds for the honorary street name sign program are budgeted in the Public Works Agency, Public Service Bureau - Traffic Operations' materials fund (Account 100.40.4520.65115), which has a fiscal year budget of $68,000 and a year-to-date balance of $57,672.99. The approximate cost to create the street name signs is $200.

HS8. Variation Request for Ordinance 15-O-23 Protection of Trees on Private Property

Staff requests that the Human Services Committee determine the approval or denial of a request for variation for the removal of a privately owned tree at 3439 Park Place, Evanston.

HS9. Resolution 60-R-25 Approval of an Honorary Street Name Sign Designation

Staff requests that the Human Services Committee recommend to the City Council the adoption of Resolution 60-R-25, designating that portion of Harvard Terrace between Barton Avenue and Ridge Avenue as the Honorary Street Name Sign, “Patricia A. Vance Way”.

Funds for the honorary street name sign program are budgeted in the Public Works Agency, Public Service Bureau - Traffic Operations' materials fund (Account 100.40.4520.65115), which has a fiscal year budget of $68,000 and a year-to-date balance of $57,431. The approximate cost to create the street name signs is $200.
