5. PUBLIC COMMENT TIME 

This agenda item is reserved for members of the public who desire to address the Village Board on a topic that is within purview and jurisdiction of the Village Board, but that is not listed in another location on the agenda. If you would like to speak about a matter that is listed on the agenda, we ask that you wait until that agenda item is called, and we will give you an opportunity to speak then. If your matter is on the “Consent Agenda”, please let us know if you would like us to remove that matter so that you can speak about it. 

Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions. 

All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. 9. CONSENT AGENDA 

A. A Resolution Approving the Renewal of an Annual Subscription for  Cybersecurity Services from the Center for Internet Security 

This Resolution approves the renewal of an annual subscription for cybersecurity monitoring and mitigation services from the Center for Internet Security (CIS). 

B. A Resolution Approving a Retroactive First Amendment and Renewal of a Contract for Cross Connection Control Program Oversight Services with Backflow Solutions, Inc. of Alsip, Illinois 

In September 2019, the Village entered into a contractual agreement with Backflow Solutions, Inc. for the management of the Village’s Cross Connection Control Program. Since September 2023, upon expiration of the Agreement, Backflow Solutions, Inc. has provided services at the original contract terms and price. This item will retroactively renew the Contract to allow for the payment of the Services provided during the expired time period. 

C. A Resolution Waiving Competitive Bidding and Authorizing an Agreement for Cross Connection Control Program Oversight Services with Backflow Solutions, Inc. of Alsip, Illinois 

A Contract for Cross Connection Control Program Oversight Services for a maximum period of one year to succeed a First Amendment and Renewal of a contract with Backflow Solutions, Inc. of Alsip, Illinois to manage an active cross connection program has been prepared. 

D. An Ordinance Authorizing the Disposal of Surplus Property and Approving an Agreement with Seagrave Fire Apparatus, LLC of Clintonville, WI for the Purchase of a Replacement Fire Engine 

A Village owned fire engine is scheduled to be decommissioned and disposed of following its 20-year service life. A new fire engine is being purchased to replace it. 

E. A Resolution Authorizing an Agreement for Roof Maintenance Services and Emergency Repairs with Weatherguard Roofing Co. of Elgin, Illinois 

The Public Works Department is responsible for the maintenance of all Village owned buildings. Occasionally, the roofs of these buildings require maintenance to repair leaks, minor deficiencies, and emergency services. The Public Works Department seeks contractual assistance to resolve these issues and prevent damage to Village-owned buildings on an as needed basis. 

F. A Resolution Approving a Service Order for an Internet Service Upgrade with Comcast Business 

This Resolution approves a service order to upgrade the Village’s existing Internet service with Comcast Business. 

G. An Ordinance Amending the Fiscal Year 2026 Annual Budget for the Village of Northbrook, Illinois 

On a continual basis, staff evaluates expenditures to ascertain that there are no significant budget overages which may be due to various factors, including but not limited to, supply chain issues, unexpected capital costs, etc. Staff then brings forward an Ordinance for amending the adopted budget to appropriate necessary funds that consist of carryforward appropriations from the prior year, reallocations between or among accounts, and new money requests. 

H. Motion to Approve the July 22, 2025 Closed Session Minutes held during the Committee of the Whole of the Village Board

10. ADMINISTRATION AND FINANCE 

A. An Ordinance Amending Chapter 23 of the Northbrook Municipal Code, as Amended, Imposing a Municipal Grocery Retailers' Occupation Tax and Municipal Grocery Service Occupation Tax 

This ordinance will provide a continuation of a 1% grocery tax in calendar year 2026, consistent with the current tax enacted by the State of Illinois through the end of calendar year 2025. Pursuant to Public Act 103-0781, the Village Board is required to adopted a local ordinance in order to continue to receive its 1% grocery tax.

A. A Resolution Accepting Design Development Phase for a new Fire Station #11 to be located at 820 Dundee Road and an adaptive reuse of 3504 Commercial Avenue for a new Fleet Maintenance Garage and Directing the Development of Construction Drawings 

As reviewed at the August 12, 2025, Committee of the Whole Meeting, final design for the new Fire Station #11 and new Fleet Maintenance Garage is complete and both projects are ready to move to development of Construction Documents. 

B. A Resolution Amending the Master Construction Manager Agreement for the First Partial Guaranteed Maximum Price for Bid Package 1 Items Associated with the Fleet Maintenance Garage with Leopardo Companies, Inc. of Hoffman Estates, Illinois. 

As reviewed at the August 12, 2025, Committee of the Whole Meeting, this action approves initial site work and early ordering of items for the new Fleet Maintenance Garage and will allow specified work to proceed once applicable permits have been issued to the Village.

16. PUBLIC SAFETY 

A. An Ordinance Amending Chapter 16 of the Northbrook Municipal Code, as Amended, Regarding Electric Scooters, Electric Bicycles, and Other Motor Driven Vehicles 

With the increasing popularity of electric bicycles (e-bikes) and electric scooters (e-scooters), the Police Department has seen a measured increase in the number of complaints regarding this popular new mode of transportation. The adoption of an ordinance to provide increased enforcement tools will improve community welfare and safety.
