Village of Arlington Heights Committee-of-the-Whole met July 7
Here are the minutes provided by the committee:
President Tinaglia called the meeting to order at 6:45 PM. BOARD MEMBERS PRESENT: President Tinaglia; Trustees Bertucci, Dunnington, LaBedz, Manganaro, Schwingbeck, Shirley and Zyck
BOARD MEMBERS ABSENT: Trustee Santa Maria (arrived at 6:50pm)
STAFF MEMBERS PRESENT: Village Manager Randy Recklaus; Assistant Village Manager Diana Mikula
OTHERS PRESENT: Michael Petermann, Dong Yeop Lee, Yeeun Park, Qiugui Jiang and Akashchandra (Akash) Patel
V. NEW BUSINESS
A. Interview of Michael Petermann for appointment to the Plan Commission, term ending April 30, 2028
Mayor Tinaglia introduced Michael Petermann and indicated that he is a long-time resident who comes highly recommended by existing Plan Commission members.
Mr. Petermann stated that he has lived in Arlington Heights his entire life, he coaches here and he is raising his kids here. He wants to give back to his community and get involved.
Being a member of the Plan Commission is also a good match for his skills and experience with airports and larger commercial projects. His job requires him to determine if a project drives efficiency, if it’s good for the customer and if it makes fiscal sense.
Trustee Santa Maria entered the meeting.
Trustee LaBedz mentioned that she served on the Plan Commission in the past and agrees that his skill set is very good for this role. From experience, she knows that skills such as critical thinking and analysis are more important than experience in urban planning. Trustee LaBedz and Trustee Schwingbeck emphasized the importance of attendance for Commissioners at Plan Commission meetings and asked Mr. Petermann about his travel schedule for his job. Mr. Petermann explained that he used to travel quite a bit, but now he usually just has day trips and has the ability to schedule his work trips around the Plan Commission meetings.
Trustee Santa Maria asked Mr. Petermann about his familiarity with the Village’s Comprehensive Plan. Mr. Petermann mentioned that he isn’t incredibly familiar with it at this point. Mayor Tinaglia agreed that it will help Mr. Petermann to become familiar with it.
Trustee Bertucci asked Staff if there is an onboarding process for new Commissioners. Village Manager Randy Recklaus confirmed that the process is relatively informal but staff, the staff liaison, the mayor, if necessary, and the chairperson ensure that the Commissioner has what they need. Trustee Bertucci suggested implementing a more formal procedure.
Trustees thanked Mr. Petermann for his willingness to serve on the Plan Commission.
Trustee Schwingbeck moved, seconded by Trustee LaBedz to concur in the Mayor’s appointment of Michael Petermann to the Plan Commission, term ending April 30, 2028.

B. Recommendation that the Liquor Commissioner issue a Class A liquor license to Skyview Arlington LLC dba Jokbal Night Market located at 63 W. Golf Road.
Mayor Tinaglia swore in Dong Yeop Lee, owner of Skyview Arlington LLC dba Jokbal Night Market, and Yeeun Park who will be working at the restaurant.
The mayor asked about their experience selling liquor. Ms. Park stated that Mr. Lee has another business in Glenview which received a liquor license in March 2025. They have never been cited for any type of liquor violation.
Both Mr. Lee and Ms. Park are BASSET trained. They are planning to hire three employees.
The training program for new employees will ensure that BASSET training is completed within 90 days. Mr. Lee will be on site managing the employees.
Assistant Village Manager Diana Mikula gave the staff report. This location was previously known as Marbling restaurant. Mr. Lee is the 100% owner. A background check was completed by the Police Department in March and no issues were noted. A walk through was conducted by staff on May 5, 2025 and the floor plan reflected what was observed on site. The hours of liquor sales for the establishment are going to be Sunday through Thursday until midnight and Friday and Saturday until 1am, which are within the permitted hours for the Class A liquor license. There have been no liquor violations at the address of the establishment nor for Mr. Lee.
Upon a satisfactory interview tonight, Ms. Mikula stated that staff feels it would be appropriate to issue a Class A liquor license to Skyview Arlington LLC dba Jokbal Night Market located at 63 W. Golf Road.
Trustee Schwingbeck asked about their plan for checking IDs. Ms. Park said that they will check every person’s ID. Ms. Park is aware that Arlington Heights conducts compliance checks and takes the responsibility of serving alcohol very seriously. They are hoping to open the second week of August.
Trustee Dunnington asked about Soju on their menu. Discussion ensued regarding the similarities of Soju to other drinks.
Trustee Zyck asked if there are other businesses near that location serving alcohol so late on Fridays and Saturdays, and if there is any concern about serving alcohol until that time.
Ms. Mikula explained that this business is eligible for this classification and those hours.
The establishment but may choose to close earlier but the Village won’t restrict them since they are eligible for those hours.
Trustees thanked them for bringing this business to Arlington Heights.
Trustee LaBedz moved, seconded by Trustee Bertucci to recommend that the Liquor Commissioner issue a Class A Liquor License to Skyview Arlington LLC dba Jokbal Night Market located at 63 W. Golf Road.

C. Recommendation that the Liquor Commissioner issue a Class A liquor license to AA88 INC dba YEN YEN RESTAURANT located at 4226 N. Arlington Heights Road.
Mayor Tinaglia swore in Qiugui Jiang, owner of AA88 INC dba YEN YEN RESTAURANT.
Assistant Village Manager Diana Mikula gave the staff report. Ms. Jiang established her own business entity but she is retaining ownership of the name YEN YEN RESTAURANT. The hours of operation will be Sundays from 11am–9pm; closed on Mondays; Tuesdays through Thursdays until 9pm; and Fridays and Saturdays until 10pm. BASSET certification is in place. This location had a previous liquor violation in 2008 under previous ownership. A background check was completed by the Police Department in June and no issues were noted. A walk through was conducted by staff on June 17, 2025 and the floor plan reflected what was observed on site.
Upon a satisfactory interview tonight, Ms. Mikula stated that staff feels it would be appropriate to issue a Class A liquor license to AA88 INC dba YEN YEN RESTAURANT located at 4226 N. Arlington Heights Road.
Mayor Tinaglia asked Ms. Jiang about her experience in the restaurant business and in handling alcohol. Ms. Jiang stated that she has been working at a restaurant with her brother for over 15 years. They never had any sort of violation. They are careful to make sure each employee has their BASSET certification and understands how to check IDs. Ms. Jiang has had her BASSET certification for 13 years.
Trustee Bertucci thanked her for being prepared and appreciates her experience. He reminded her that we send out a letter before the Village conducts their compliance checks.
Trustees thanked her for bringing this business to Arlington Heights.
Trustee Bertucci moved, seconded by Trustee Schwingbeck to recommend that the Liquor Commissioner issue a Class A Liquor License to AA88 INC dba YEN YEN RESTAURANT located at 4226 N. Arlington Heights Road.

D. Recommendation that the Liquor Commissioner issue a Class B and a Class T liquor license to Shirdi Saibaba Inc dba Liquor Island located at 921 W. Rand Road upon receipt of the executed lease and certificate of dram shop insurance.
Mayor Tinaglia swore in Akashchandra (Akash) Patel, owner of Shirdi Saibaba Inc dba Liquor Island.
Assistant Village Manager Diana Mikula gave the staff report. Mr. Patel is an existing liquor license holder since he also owns Hintz Liquors in Arlington Heights. Therefore, he did not need an additional background check for this establishment. The establishment will be open until 11pm Sundays through Thursdays, and open until midnight on Fridays and Saturdays. There are no previous violations for the applicant. The location had a previous violation in 2021. Mr. Patel is BASSET certified. A walk through was conducted by staff on June 17, 2025 and the floor plan reflected what was observed on site.
Upon a satisfactory interview tonight, Ms. Mikula stated that staff feels it would be appropriate to issue a Class B and a Class T liquor license to Shirdi Saibaba Inc dba Liquor Island located at 921 W. Rand Rd.
Ms. Mikula clarified that the address violation noted was under previous ownership. Mayor Tinaglia asked Mr. Patel if he has been cited at his other store in Arlington Heights for any reason. Mr. Patel said that they have been open for 3 ½ years at 1406 E Hintz and have had no violations or citations. They check IDs and they scan IDs. He and his employees are BASSET certified. He has two employees at his current store. He is planning to be at the new location and is planning to hire one new employee for the new store. That new employee will be BASSET trained.
Trustee LaBedz asked how the store will be staffed. Mr. Patel stated that in the evenings, when it is busier, he will have two employees working.
Trustees thanked him for bringing another business to Arlington Heights.
Trustee LaBedz moved, seconded by Trustee Dunnington to recommend that the Liquor Commissioner issue a Class B and a Class T liquor license to Shirdi Saibaba Inc dba Liquor Island located at 921 W. Rand Road upon receipt of the executed lease and certificate of dram shop insurance.

Trustee Shirley noted that Michael Petermann was also summer help with Public Works several years ago.
