A. Unsheltered Pilot Project Update
Homelessness response coordinator Jena Hencin and Deidra Trout, director of behavioral health services for the Association for Individual Development (AID), will be providing an update on the unsheltered pilot project at the Lexington Inn & Suites. The presentation will highlight Elgin’s partnership with AID, share key outcomes and provide insights into ongoing efforts to support participants.

B. Highland Woods 2025 Resurfacing Project—Resolutions for Improvement Under the Illinois Highway Code, Section Number 25-00214-00-RS ($3,434,000)
Objective: Provide funding for the construction engineering services and attendant construction of the 2025 Highland Woods Resurfacing Project, Section Number 25-00214-00-RS, using proceeds from the Illinois Motor Fuel Tax Fund and Rebuild Illinois Funds.
C. Maintenance of Certain State-Owned Roadways within the City—Intergovernmental Agreement with the Illinois Department of Transportation (No Cost; Estimated TenYear Revenue of $1,362,870)
Objective: Provide maintenance on certain state-owned roadways within Elgin in return for compensation from the Illinois Department of Transportation over a ten-year period.
D. Elgin Township Grant Acceptance—Youth Empowerment Program (YEP) Soccer Programming ($6,412 Grant)
Objective: Continue offering programming to support initiatives that provide prevention and engagement opportunities for the city’s youth.
E. Wing Park Clubhouse Design—Agreement with FGM Architects, Inc., Amendment No. 3 ($95,364)
Objective: Amend the agreement with FGM Architects, Inc. in response to the project’s increased construction value to make attendant increase for the firm’s compensation consistent with the terms of the agreement.
F. Wing Park Clubhouse Construction Manager—Agreement with Lamp, Inc., Amendment No. 1 ($54,973)
Objective: Amend the agreement with Lamp, Inc. in response to the project’s increased construction value to make attendant increase for the firm’s compensation consistent with the terms of the agreement.
G. Hemmens Cultural Center—Revolving Door Removal ($33,120)
Objective: Replace the obsolete revolving doors on the building’s east side with glass panels matching the façade.
H. Elgin Area Convention and Visitors Bureau (EACVB)—Purchase of Services Agreement ($265,225 Annually with Three-Percent Out-Year Increases)
Objective: Contract with the Elgin Area Convention and Visitors Bureau to provide marketing and tourism-related services.
