Adds a requirement that the Department implement the Older Americans Act. Removes provisions requiring a Community Care Program Medicaid Initiative and a Community Care Program Medicaid Enrollment Oversight Subcommittee. Makes other changes."

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, the bill repeals the Senior Citizens and Persons with Disabilities Property Tax Relief Act and removes all related references in Illinois statutes. It amends the Illinois Act on the Aging, mandating the Department on Aging to manage the Benefits Access Program, setting eligibility for reduced vehicle fees, and free or subsidized public transport for eligible seniors and individuals with disabilities, with specific income thresholds. The bill removes obligations for certain studies and publications and eliminates requirements for Community Care Program oversight and a Medicaid Initiative. It also establishes new requirements for implementing the Older Americans Act and updates compensation rates for specific services under the Community Care Program effective Jan. 1, 2025. Moreover, it adjusts participant income limits under the Benefits Access Program, allows for changes in eligibility criteria, and impacts related sections in various acts concerning transportation and public aid.

Michelle Mussman has proposed one other bill since the beginning of the 104th session.

Mussman graduated from the University of Cincinnati with a BS.

Michelle Mussman is currently serving in the Illinois State House, representing the state's 56th House District. She replaced previous state representative Paul Froehlich in 2011.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
