City of Evanston Citizen Police Review Commission met May 7

1. CALL TO ORDER/DECLARATION OF A QUORUM

3. PUBLIC COMMENT

The Citizen Police Review Commission shall provide opportunities for public comment at the beginning of each meeting. A period of twenty-five (25) minutes shall be provided for all public comment, and no individual may speak longer than five (5) minutes and cannot cede time to another speaker. The commission chair will allocate time among the speakers to ensure that public comment does not exceed the allotted time provided above. The business of the commission shall commence after the specified time above expires. 

4. ITEMS FOR CONSIDERATION

A. Review of Complaint CR 24-07

Staff recommends that the Commission determine that the completed internal investigation of Complaint 24-07 is complete, thorough, objective, and fair.

6. EXECUTIVE SESSION

A. Motion to Convene Into Executive Session

At the Commission's discretion they may convene into Executive Session. Pursuant to 5 Illinois Compiled Statutes (“ILCS”) 120/2a, I move that the Citizen Police Review Commission convene into Executive Session to discuss agenda items regarding personnel. These agenda items are permitted subjects to be considered in Executive Session and are enumerated exceptions under the Open Meetings Act. The exception is 5 ILCS 120/2(a), (c)(1) as set forth as follows: §2. (c) Exceptions. A public body may hold closed meetings to consider the following subjects: (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
