City of Elgin Planning & Zoning Commission met April 7

Here are the minutes provided by the commission:

The regular meeting of the Planning and Zoning Commission was called to order at 7:00 p.m. by Chairman Cox in the City Council Chambers, 2nd Floor North Tower, 150 Dexter Court, Elgin, IL, 60120.

Oath of Office Administered: The court reporter administered the Oath of Office to the new Commission member Kevin Echevarria.

Members Present: Nancy Abuali, Andrew Dogan, Kevin Echevarria, Karin Jones, Berto Valdez, and Chairman Cox.

Members Absent: Jordan Wildermuth

Staff Present: Damir Latinovic, Senior Planner

APPROVAL OF MINUTES:

Motion made by Commissioner Jones to approve the minutes of March 3, 2025, as submitted.

The motion was seconded by Commissioner Valdez.

The motion passed 6-0.

Oath Administered: The court reporter administered the oath to all persons desiring to testify.

PETITIONS TO BE CONSIDERED:

Consideration of Petition 03-25; 205 S. Randall Road

Requesting a conditional use to establish an adult-use cannabis dispensary within the existing one-story commercial building on the property commonly referred to as 205 S. Randall Road; by Matthew Hagglund as applicant, and Lazzara Properties, LLC an Illinois limited liability company, as property owner.

There was no public comment.

Commissioner Jones moved to recommend that the City Council approve Petition 03-25 subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.

Commissioner Echevarria seconded the motion, which was adopted 6-0.

Consideration of Petition 06-25; 32 Tyler Creek Plaza

Requesting a conditional use to establish a tattoo parlor within an existing approximately 1,400-square-foot commercial tenant space part of Tyler Creek Plaza shopping center at the property commonly referred to as 32 Tyler Creek Plaza; by Nice Choice Club LLC, as applicant, and J&J

Covina LLC, as property owner.

There was no public comment.

Commissioner Abuali moved to recommend that the City Council approve Petition 06-25 subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.

Commissioner Dogan seconded the motion, which was adopted 6-0.

OTHER BUSINESS:

Commissioner Jones noted that there has been no public feedback in the past for tattoo petitions and suggested the City should consider making those uses more permissible. She inquired about the City’s practice in tracking business licenses and types of businesses in the City. Discussion followed.

Commissioner Jones also noted that the City should implement a survey for all constituents dealing with the City.

Commissioner Echevarria inquired what resources Community Development department would need to also conduct economic development. Discussion followed.

Commissioner Abuali noted her positive experience with Chamber of Commerce and the Elgin Development Group.

PUBLIC COMMENT:

None.

PENDING DEVELOPMENT APPLICATIONS:

Mr. Latinovic gave a summary of pending applications.

Commissioner Dogan inquired about the status of Waterford Subdivision. Discussion followed.

ADJOURNMENT:

Motion to adjourn was made by Commissioner Abuali.

The motion was seconded by Commissioner Jones.

The motion passed unanimously.

The meeting of the Planning and Zoning Commission was adjourned at 8:05 pm.
