A. 2025 Property Tax Abatement (No Cost)

Objective: Provide information to adopt the annual ordinances abating taxes for the property tax levy.

B. 2024 Lead Service Line Replacement Program—Contract B; Change Order No. 1 for Bid 24-017 ($665,980)

Objective: Improve the water distribution system by replacing lead water service lines.

C. 2024 Lead Service Line Replacement Program—Contract C; Change Order No. 1 for Bid 24-018 (-$665,990)

Objective: Improve the water distribution system by replacing lead water service lines.

D. Dehumidification Equipment Replacement at the Leo Nelson Riverside Water Treatment Plant—Change Order No. 1 ($78,815)

Objective: Make required changes to ductwork and controls reconfiguration to optimize dehumidification capabilities.

E. Kimball Street Traffic Signal Interconnect Project—Engineering Services Agreement with Hampton, Lenzini and Renwick, Inc. (Not to Exceed $51,840)

Objective: Provide phase II engineering services toward the final design and creation of bid materials for the Kimball Street Traffic Signal Interconnect project.

F. Cook County Class 6b Property Tax Incentive for 1480 Villa Street—Resolution in Support (No Cost)

Objective: Adopting a resolution supporting a request by LIAB Investments, LLC to obtain a Cook County Class 6b tax incentive for the approximately $1.1 million development of an industrial facility on the vacant property at 1480 Villa Street.

G. 2025 Official Zoning Map—Adoption

Objective: Comply with state statute requiring the annual adoption and publication of an official zoning map.

H. Parkway Improvements Acceptance Tall Oaks Subdivision Units 1 and 2 (No Cost)

Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents in the city.

I. Elgin Sport Organizations Land Use Agreements (No Cost)

Objective: Provide quality athletic programs by partnering with volunteer sports organizations.

J. Kane County Child Advocacy Center—Agreement for Investigating Sensitive Crimes Involving Children ($35,000)

Objective: Provide investigative and victim services for cases involving children who have been victimized by sexual or serious physical abuse.

K. Sony Alpha A7IV Mirrorless, Full-Frame Digital Cameras with Accessory Kits—Purchase

Agreement with Adorama Business Solutions ($38,546)

Objective: Acquire replacement digital cameras for the police department’s evidence response team that are used daily for the documentation of crime scenes.

L. Ambulance Stretchers— Purchase Agreement with Stryker Corporation ($100,326)

Objective: Provide fire department personnel with emergency services equipment designed to prevent firefighter injuries during ambulance transport.
