This agenda item is reserved for members of the public who desire to address the Village Board on a topic that is within purview and jurisdiction of the Village Board, but that is not listed in another location on the agenda. If you would like to speak about a matter that is listed on the agenda, we ask that you wait until that agenda item is called, and we will give you an opportunity to speak then. Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions. 

All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. Community Moment 

A. Overview of launch of new Development Tracker on Village Website 

The Village is launching a new Development Tracker on the Village website to share with the public the status of developments and highly visible construction projects throughout Northbrook. 

8. CONSENT AGENDA 

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item. 

A. A Resolution Authorizing the Second Renewal of an Agreement with Midwest Power Industry, Inc. of Ringwood, Illinois for Generator Maintenance and Emergency Repair Services 

This is a second renewal of an agreement with Midwest Power Industry, Inc. of Ringwood, Illinois for twice yearly maintenance and emergency repair services. 

B. A Resolution Authorizing an Agreement for HVAC Maintenance, Inspection and Repair Services with Cahill Heating, Cooling, Electric, Plumbing, & Sewer, Inc. of Lake Bluff, Illinois 

As part of its on-going maintenance responsibilities, the Public Works 

Department contracts for the maintenance of heating, ventilation, and air conditioning (HVAC) units in 11 Village-owned and maintained facilities, that are beyond the scope of what staff can perform. Contractual HVAC maintenance services are utilized to perform annual maintenance, address minor repairs and conduct emergency services on an as needed basis. 

C. A Resolution Approving and Accepting the Required Site Improvements for the Anets Woods Residential Planned Development 

The Developer has satisfactorily completed all required on/off-site improvements required by the Development Agreement, approved plans, and Village Standards as verified at the final engineering field inspection. 

D. A Resolution Approving the Annual Maintenance and Subscription Renewal for a Cybersecurity System from Heartland Business Systems 

This Resolution approves the renewal of an annual maintenance and subscription agreement for a cybersecurity system from Heartland Business Systems. 

E. A Resolution Approving the Purchase of an Upgrade to the Existing Village Facility Camera System from Current Technologies Corporation 

This Resolution approves the purchase of an upgrade to the existing Village facility camera system from current technologies. 

F. A Resolution Approving a Professional Services Agreement with Mescada, LLC of Kankakee, IL for Supervisory Control and Data Acquisition (SCADA) system Maintenance Services 

The Village's Water Treatment Plant uses professional contractual assistance to perform routine maintenance on its Supervisory Control and Data Acquisition (SCADA) system as well as provide software updates and sensor calibrations. 

G. A Resolution Approving and Accepting the Required Site Improvements for the Gateway Townhomes Residential Planned Development 

The Developer has satisfactorily completed all required on- and off-site improvements required by the Development Agreement, approved plans, and Village Standards. This has been verified at the final engineering field inspection by the Village. 

H. An Ordinance Approving a Real Estate Purchase and Sale Agreement for 3105 Walters 

The purchase of one acre at 3105 Walters, contiguous to the existing 

Northbrook Police Department, is recommended with closing scheduled for January 31, 2025. 

I. A Resolution Authorizing the Purchase of Bulk Rock Salt for Roadway De-Icing from Morton Salt, Inc. of Chicago, Illinois 

The Village of Northbrook utilizes rock salt to de-ice roadways during the winter months, with an average annual usage of 3,300 tons over the past nine years. In an effort to reduce both environmental impacts and costs, the Village has implemented strategies to minimize salt usage. This includes leveraging next day rising temperatures and natural sunlight to assist with the melting of snow, particularly on secondary roads. 

J. A Confirming Resolution Authorizing the Village to Purchase NextRequest FOIA Software 

The FY25 budget approved funding for the purchase of software to manage the intake and response to requests for information under the Freedom of Information Act (FOIA). 

K. A Resolution Approving the Purchase of Panasonic Computers from CDS Office Technologies 

This Resolution approves the purchase of rugged Panasonic computers from CDS Office Technologies to replace existing computers in the Fire, Public Works, and Development and Planning Services Departments. 

L. An Ordinance to Amend the Annual Fee Ordinance to Increase the Number of Class A Liquor Licenses to Enable a License to be Issued to Moksha Indian Grill - 1911 Cherry Lane 

Northshore Restaurant LLC, d/b/a Moksha Indian Grill – 1911 Cherry Lane has applied for a Class A Liquor License and the Ordinance Amendment will increase available licenses in this class. 

M. A Resolution Waiving Competitive Bidding and Confirming the Purchase of the TruNarc Handheld Drug Analyzer from Thermo Scientific Portable Analytical Instruments Inc. of Tewksbury, MA. 

This purchase will replace the traditional presumptive testing kits that are currently in use. 

N. A Resolution to Approve a Calendar Year 2025 Contribution in the Amount of $1,000,000.00 to the Intergovernmental Risk Management Agency 

The Village is a member of the Intergovernmental Risk Management Agency (IRMA) which is a member-owned, self governed public risk pool and provides members with comprehensive property, casualty, workers' compensation, and public official liability coverage. The Village has opted for the $25,000 deductible, which is common among IRMA members and an analysis of the Village's historical claims confirms that this is the deductible that currently offers the best balance of risk/reward. 

O. An Ordinance Amending Chapter 2 of the Northbrook Municipal Code, As Amended Regarding the Number of Student Seats Available on the Sustainability Commission 

An increase in the number of resident high school students that may be appointed to the Sustainability Commission is recommended. 

P. A Resolution Approving a Change in the Designated Use for a Previously Approved Contribution to the Northfield Township Food Pantry 

The Village would like to update the designated use of funds for a prior contribution to the Northfield Township for use by the Northfield Township Food Pantry. 

Q. Motion to Approve the November 19, 2024 Closed Session Minutes from Committee of the Whole

A. Preliminary Review of a Zoning Request for a Job Training and Vocational Rehabilitation Services Facility at 1200 Shermer Road (Glenbrook Transition Services) 

This is a preliminary review of an application for zoning relief at 1200 Shermer Road for a Special Permit to allow a job training and vocational rehabilitation services facility in the C-2 Neighborhood Commercial District. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application. 

B. Preliminary Review of a Request for a Special Permit for an Elementary School to allow a building addition at 1600 Walters Avenue (Meadowbrook School) This is a preliminary review of an application for zoning relief at 1600 Walters Avenue for a Special Permit to allow a building addition for a school in IB District. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application. 

C. Preliminary Review of a Request to subdivide a single family lot at 701 Lee Road 

This is a preliminary review of an application for zoning relief at 701 Lee Road for a 2-lot subdivision in the R-2 District. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application. 

D. Preliminary Review of a Request for a Special Permit for a Transitional Service Facility at 2965 Walters Avenue (SunCloud Health) 

This is a preliminary review of an application for zoning relief at 2965 Walters Avenue for a Special Permit for a Transitional Service Facility in R-2 District. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application.
