A. Alignment Collaborative for Education Partnership ($120,000 for Three-Year Term) Objective: Continue supporting regional workforce development initiatives and enhance educational opportunities for students across the greater Elgin area.
B. Elgin Partnership for Early Learning (EPEL)— Partnership Grant Agreement ($120,000 for Three-Year Term)
Objective: Establish a new strategic partnership with Elgin Partnership for Early Learning (EPEL) to strengthen Elgin's early childhood development system, enhance family support services and build a stronger foundation for the city’s future workforce.
Initiatives and Other Items
C. Safe Spaces, Healthy Minds: Kane County Affordable Housing Initiatives Grant Award – City Acceptance ($400,000 Revenue)
Objective: Provide emergency housing to individuals being relocated from “Tent City.”
D. Active Mobility Plan—Professional Services Agreement (Not to Exceed $190,035)
Objective: Contract for planning service for improving active mobility through walking and bicycling, reducing vehicle miles traveled and increasing transportation access throughout the city.
E. Bulk Road Salt for 2024-25 Winter Season—Purchase Agreement with Cargill, Inc. and Compass Minerals America, Inc. (Not to Exceed $559,284)
Objective: Securing bulk road salt for the 2024-25 snow and ice removal operations.
F. Bulk Road Salt for 2025-26 Winter Season—Purchase Commitment with the State of Illinois Department of Central Management Services (No Cost)
Objective: Authorize the city to commit to bulk road salt quantities for inclusion within the State of Illinois 2025/2026 bulk road salt bid process.
G. National Street Reconstruction—Phase I Engineering Services Agreement ($106,060)
Objective: Provide complete project coordination, including all necessary surveys, studies, and design efforts, required to submit a final project development report and receive Illinois Department of Transportation (IDOT) design approval.
H. South McLean Boulevard and Sports Way/Spartan Drive Intersection Improvement—
Phase I Engineering Services Agreement ($144,346)
Objective: Provide complete project coordination, including all necessary surveys, studies, and design efforts, required to submit a final project development report and receive Illinois Department of Transportation (IDOT) design approval.
I. Fire Department Emergency Response Vehicle for Reserve Shift Battalion Chief (Not to Exceed $65,000)
Objective: Purchasing a Ford Expedition to ensure the availability of a reliable emergency response vehicle for the shift battalion chief and chief officers who are called in for emergencies and to also provide the ability to expand shift operations by implementing a second shift battalion chief on days where minimum manning is exceeded.
J. Hemmens Cultural Center Equipment Enclosure— Change Order No. 1, Job Order Contract ($45,983)
Objective: Complete improvement to the Hemmens Cultural Center’s equipment enclosure in compliance with current city building codes.
K. Police Sergeant Promotional Testing Process—Agreement with Industrial Organizational Solutions ($42,265)
Objective: Provide a fair, neutral testing process for police officers seeking to earn placement on the police sergeant eligibility list.
L. Edward Byrne Memorial Justice Assistance Grant for Camera Purchases—City Acceptance ($14,594 Revenue)
Objective: Increase the capabilities of the citywide camera system and enhance community security by installing replacement and new cameras at various city locations.
M. Elgin Police Interview Rooms— Change Order No. 1, Job Order Contract ($21,057)
Objective: Complete additional changes necessary to resolve discovered conditions unknown before the project’s demolition stage.
