CALL TO ORDER

President Smith called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag.

ROLL CALL

Roll call indicated the following present: President Smith; Trustees Johnson, Cesario, Ottenheimer, Stein, Bocek, and Weidenfeld.

Also present were: Dane Bragg, Village Manager; Patrick Brankin, Village Attorney; Chris Stilling, Deputy Village Manager; Mike Skibbe, Deputy Village Manager/Director of Public Works; Jim Warnstedt, Deputy Director of Public Works; Tom Wisniewski, Buyer; Katie Golbach, Director of Human Resources; Tyler Grace, Assistant Village Manager/Administrative Services; Nicole Woods, Director of Community Development; Chris Black, Director of Finance; Christine Berman, Deputy Director of Finance; Molly Gillespie, Communications Director; Geoff Tollefson, Director of Golf Operations; Fire Chief Kane; Police Chief Budds; and Deputy Police Chief Spolar.

APPROVAL OF MINUTES

Moved by Stein, seconded by Ottenheimer, to approve the minutes of the November 4, 2024, Committee of the Whole Meeting. Upon roll call, Trustees voted as follows:

AYES: 6 – Johnson, Cesario, Ottenheimer, Stein, Bocek, Weidenfeld

NAYS: 0 – None

Motion declared carried.

Moved by Johnson, seconded by Cesario, to approve the minutes of the November 18, 2024, Special Meeting.

Upon roll call, Trustees voted as follows:

AYES: 5 – Johnson, Cesario, Ottenheimer, Stein, Bocek

ABSTAIN: 1 – Weidenfeld

WARRANT #1375

Mr. Black read Warrant #1375. Moved by Bocek, seconded by Ottenheimer, to approve Warrant #1375 in the amount of $8,943,494.36 authorizing payment of bills listed. Upon roll call, Trustees voted as follows:

AYES: 6 – Johnson, Cesario, Ottenheimer, Stein, Bocek, Weidenfeld

NAYS: 0 – None

VILLAGE PRESIDENT’S REPORT

Chief Budds and Brittany Wilson introduced Colby Nixon, a junior at Stevenson High School. Colby is a member of Boy Scout Troop 140 in Buffalo Grove, and in order to obtain the rank of Eagle Scout, Colby is completing a service project that works to reduce the impact of prescription drug abuse. As part of his project, Colby shared with the Board information about the Deterra drug deactivation system, how it works and how it can help our community. Colby will also be going out into the community to share this information by visiting schools, libraries and any organizations that would like to know more about the Deterra drug deactivation system.

VILLAGE MANAGER’S REPORT

Mr. Bragg reported that the 2025 Buffalo Grove Village Board Meeting Schedule has been finalized, noting that, beginning in January, Village Board Meetings will begin at 7:00 P.M. rather than 7:30 P.M.

SPECIAL BUSINESS

President Smith re-opened the Public Hearing for the FY 2025 Village Budget at 7:41 P.M.

President Smith asked if there were any questions from the Board or the audience.

Board members praised the entire staff for delivering a budget that prioritizes quality of life, public health and safety as well as infrastructure, all with a 0% increase in the tax levy for the sixth straight year.

At 7:45 P.M., President Smith continued the Public Hearing until later in this meeting.

TRUSTEE REPORTS

Trustee Johnson reported on another successful Farmer’s Market in 2024, realizing a net profit of $5,200.00.

Trustee Johnson noted that anyone interested in joining the committee should fill out an application provided on our website – vbg.org.

Trustee Cesario reported that our quarterly Blood Drive will be held this coming Saturday at the Alcott Center and urged everyone eligible to donate this life-saving necessity.

CONSENT AGENDA

President Smith explained the Consent Agenda, stating that any member of the audience or the Board could request that an item be removed for full discussion; there were no such requests. The Village Clerk read a brief synopsis of each of the items on the Consent Agenda.

Ordinance No. 2024-109 – Fire Station 27

Motion to pass Ordinance No. 2024-109 authorizing Execution of an Amendment with Tiles in Style, LLC for Warranty Work regarding the Fire Station 27 Apparatus Bay.

Ordinance No. 2024-110 – GIS Partners

Motion to pass Ordinance No. 2024-110 authorizing Execution of a Supplemental Statement of Work with Municipal GIS Partners.

Ordinance No. 2024-111 - Order of Proceedings

Motion to pass Ordinance No. 2024-111 amending Municipal Code Chapter 2.49 Order of Proceedings.

Ordinance No. 2024-112 – Vulcan Construction

Motion to pass Ordinance No. 2024-112 authorizing Execution of a Contract with Vulcan Construction Materials, LLC for Aggregate Material.

Motion to authorize to Bid Various Projects for FY 2025.

Authorization to Waive Bids and Seek Competitive Proposals for Projects in FY 2025.

Ordinance No. 2024-113 – Wold Architects

Motion to pass Ordinance No. 2024-113 authorizing execution of Section 179D Energy Efficient Commercial Buildings Deduction Allocation for Wold Architects & Engineers.

Ordinance No. 2024-114 – Lazy Dog Restaurant

Motion to pass Ordinance No. 2024-114 amending Title 5.20 Liquor Controls to reserve Class A and Class C Liquor Licenses for Lazy Dog Colorado Ops, LLC d/b/a Lazy Dog Restaurant & Bar.

Ordinance No. 2024-115 – Procedures

Motion to pass Ordinance No. 2024-115 amending Title 2.02 Procedures of the Corporate Authorities.

Ordinance No. 2024-116 – Fees & Fines

Motion to pass Ordinance No. 2024-116 amending Appendix A, Fees and Fines.

Mayors’ Monarch Pledge Day

Motion to approve Proclamation recognizing Mayors’ Monarch Pledge Day in Buffalo Grove.

Ordinance No. 2024-117 – Temporary Fire Station

Motion to pass Ordinance No. 2024-117 approving an Amendment to Special Use for a Temporary Fire Station at 51 Raupp Boulevard.

Ordinance No. 2024-118 – 505 W. Dundee Road

Motion to pass Ordinance No. 2024-118 approving an Amendment to the Preliminary Plan and Special Use with Zoning Variations for a New Fire Station, Communication Tower and Accessory Structures at 505 W. Dundee Road.

Ordinance No. 2024-119 – Special Use

Motion to pass Ordinance No. 2024-119 approving a Special Use for a Planned Development, Re-Subdivision, and Zoning Variation to accommodate for the properties located at 1020-1040 Lake Cook Road, 151–201 Hastings Drive, and 301 Hastings Drive.

Moved by Ottenheimer, seconded by Bocek, to approve the Consent Agenda as presented. Upon roll call, Trustees voted as follows:

ORDINANCE NO. 2024-120 – DONATION AGREEMENT

Moved by Cesario, seconded by Johnson, to pass Ordinance No. 2024-120 authorizing the allocation of $58,000.00 per year for the next four years from the Opioid Settlement Funds to OMNI/Edge to hire a Licensed Professional Counselor in-house at Buffalo Grove High School.

Deputy Chief Spolar reviewed the proposed ordinance, details of which are contained in Chief Budds’ memo to Mr. Bragg of November 15, 2024, after which he responded to questions and comments from the Board.

Trustee Stein explained why he will be abstaining from this subject.

Board members commented that this is the perfect use for the Opioid Fund and are very proud that Buffalo Grove is participating in this partnership.

AYES: 5 – Johnson, Cesario, Ottenheimer, Bocek, Weidenfeld

ABSTAIN: 1 – Stein

ORDINANCE NO. 2024-121 – COLLECTIVE BARGAINING

Moved by Ottenheimer, seconded by Johnson, to pass Ordinance No. 2024-121 approving a Collective Bargaining Agreement and Memorandum of Understanding (MOU) between the Village of Buffalo Grove and the Metropolitan Alliance of Police (MAP) Buffalo Grove Police Patrol Officer Chapter #672.

Ms. Golbach reviewed the proposed ordinance, details of which are contained in the Agenda Item Summary that she prepared, after which she answered questions from the Board.

Board members complimented all parties involved for all the work that went into this agreement and noted that their efforts are appreciated.

ORDINANCE NO. 2024-122 – FIXED FACILITY FEE

Moved by Bocek, seconded by Weidenfeld, to pass Ordinance No. 2024-122 amending Chapter 13 of the Village Code pertaining to the Fixed Facility Fee.

Mr. Black reviewed the proposed ordinance, details of which are contained in his memo to Mr. Bragg dated November 5, 2024, after which he answered questions from the Board.

ORDINANCE NO. 2024-123 – LEVY & COLLECTION OF TAXES

Moved by Bocek, seconded by Johnson, to pass Ordinance No. 2024-123 to levy and collect taxes for the Fiscal Year Commencing on the 1st day of January 2025 and ending the 31st day of December 2025.

Mr. Black reviewed the proposed ordinance, details of which are contained in his memo to Mr. Bragg dated December 2, 2024, after which he answered questions from the Board.

ORDINANCE NO. 2024-124 – ABATING TAXES

Moved by Bocek, seconded by Weidenfeld, to pass Ordinance No. 2024-124 abating taxes levied for the Village of Buffalo Grove, Cook and Lake Counties, Illinois.

Mr. Black reviewed the proposed ordinance, details of which are contained in his memo to Mr. Bragg dated December 2, 2024, after which he answered questions from the Board.

RESOLUTION NO. 2024-27 – LOSS IN COLLECTION - COOK

Moved by Bocek, seconded by Weidenfeld, to pass Resolution No. 2024-27 requesting the County of Cook not to collect the Loss in Collection of Taxable Property in the Village of Buffalo Grove.

Mr. Black reviewed the proposed resolution, as well as the following resolution, details of which are contained in the Agenda Item Summary that he prepared, after which he answered questions from the Board.

ORDINANCE NO. 2024-125 – FISCAL YEAR 2025 BUDGET

Moved by Bocek, seconded by Ottenheimer, to pass Ordinance No. 2024-125 adopting the Fiscal Year 2025 (January 1-December 31, 2025) Budget for the Village of Buffalo Grove.

Staff was commended for their efforts in putting this document together.

RESOLUTION NO. 2024-29 – 2025 PAY RANGES

Moved by Ottenheimer, seconded by Johnson, to pass Resolution No. 2024-29 approving the 2025 pay ranges for the Village of Buffalo Grove employees.

Ms. Golbach reviewed the proposed resolution, details of which are contained in the Agenda Item Summary that she prepared.
