Village of Northbrook Board of Trustees met Oct. 22

4. PUBLIC COMMENT TIME 

This agenda item is reserved for members of the public who desire to address the Village Board on a topic that is within purview and jurisdiction of the Village Board, but that is not listed in another location on the agenda. If you would like to speak about a matter that is listed on the agenda, we ask that you wait until that agenda item is called, and we will give you an opportunity to speak then. If your matter is on the “Consent Agenda”, please let us know if you would like us to remove that matter so that you can speak about it. 

Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions. 

All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. 8. CONSENT AGENDA 

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item. 

A. A Resolution Authorizing an Amendment to the Contract with A. Epstein and Sons, Inc. of Chicago, IL for Phase II Engineering for the Shermer Corridor Improvements Project 

A Resolution Authorizing an Amendment to the Contract with A. Epstein and Sons, Inc. for Phase II Engineering for the Shermer Corridor Improvements Project to increase the spending authority due to additional design scope. 

B. An Ordinance Providing for the Disposal of Surplus Property and Evidence The Police Department is seeking authorization pursuant to the Law 

Enforcement Disposition of Property Act, 765 ILCS 1030/0.01 et seq. and according to Section 2-193 of the Northbrook municipal code to dispose of surplus property and evidence that has been determined to be unclaimed. 

C. A Resolution Authorizing an Agreement for Refurbishment of Fire Department Engine #060 with MacQueen Equipment of Aurora, Illinois 

The requested refurbishment of existing fire engine will reconfigure compartments and seating inside of cab. 

D. A Resolution Authorizing an Expenditure for the Starcom21 Service Agreement with Motorola Solutions, Inc of Chicago, IL 

This agreement provides for annual maintenance and services related to the radio system equipment and software used by Police Dispatch personnel to provide radio communication coverage throughout the Village and access to a statewide network of Starcom21 users. 

E. An Ordinance Granting a Level III Design Review Permit for An Exterior Wall Sign at 1911 Cherry Lane (Moksha Indian Grill) (Docket No. ACC-24-27) The Architectural Control Commission recommends approval of an ordinance granting approval of a Design Review Permit for a wall sign for a new restaurant in the C-2/Village Green Overlay District. 

F. An Ordinance Granting a Level III Design Review Permit for Wall Signs & Ground Sign at 1300 Meadow Road (Skale Dental Professionals) (Docket No. ACC-24-28) 

The Architectural Control Commission recommends approval of an ordinance granting approval of a Design Review Permit for wall signs and ground sign for a new dental office in the C-3/Village Green Overlay District. 

G. An Ordinance Granting A Level III Design Review Permit For An Exterior Wall Sign At 1931 Cherry Lane (Rever Boutique) (Docket No. ACC-24-29) 

The Architectural Control Commission recommends approval of an ordinance granting approval of a Design Review Permit for wall sign for a retail store in the C-2/Village Green Overlay District. 

9. ADMINISTRATION AND FINANCE 

A. Resolution expressing official intent regarding certain capital expenditures, related to the Fleet Maintenance Garage Project and the Fire Station Project, to be reimbursed from proceeds of an obligation to be issued by the Village of Northbrook, Cook County, Illinois 

In order to retain the Village's future option to fund eligible costs incurred now for the new Fire Station 11 and Fleet Maintenance Garage facilities with bond proceeds, the Village must comply with Federal tax law which requires that the Village Board adopt official intent to reimburse, which is the purpose of this Reimbursement Resolution agenda item. 

10. PLANNING AND ECONOMIC DEVELOPMENT 

A. Preliminary Review of a Request for Zoning Relief for a Proposed 53-Unit Age Restricted Townhome Residential Planned Development at 3700 Dundee Road The Applicant requests a comprehensive plan amendment, rezoning, concept planned development approval, and site plan approval for a 53-unit age restricted townhome residential development. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non binding comments on a proposal prior to the applicant submitting to the Village a detailed application.

12. PUBLIC WORKS AND FACILITIES 

A. An Ordinance Amending Chapter 27 - Water, Sewers and Sewage Disposal of The Northbrook Municipal Code, As Amended 

In conjunction with the Automated Metering Project the Village of Northbrook is updating language within the Municipal Code to clarify the Village's policies and customers responsibilities with respect to water meters as previously reviewed by the Village Board on July 23, 2024. 

B. A Resolution Authorizing an Agreement with Veregy, LLC of Phoenix, Arizona for Water Meter Installation and Project Management Services 

The Village of Northbrook conducted a request for qualifications process for project management services for the automated water meter project. Veregy, Inc. was selected in that RFQ process and the Village approved Resolution 2024-R-19 authorizing a letter of intent with the firm for the water meter audit and project development. Now the Village wishes to enter into an agreement with the firm for project management and meter installation services for the Automated Meter Project. 

C. A Resolution Authorizing an Agreement with ComEd for Network Services as Part of the Automated Water Meter Project 

ComEd has deployed a radio network consisting of their electric meters and radio equipment that currently serves their meter reading processes. Through discussions with ComEd, the Village of Northbrook has the ability to access that network for the purposes of remotely reading its water meters with the execution of an agreement and payment of an annual fee. 

D. A Resolution Waiving Competitive Bidding and Authorizing the Purchase of Water Meters for the Automated Water Meter Project from Water Resources, Inc. of Elgin, Illinois 

The Village of Northbrook has identified the water meters from Neptune Technology Group as the preferred solution for the Automated Water Meter Project. 

E. A Resolution Authorizing the Purchase of Itron Radio Equipment for the Automated Water Meter Project from United Systems and Software, Inc. of Benton, Kentucky. 

The Village of Northbrook has identified the ComEd radio network as the preferred network solution for the Automated Water Meter Project. To utilize that network, the Village must utilize Itron radio equipment ("endpoints") that will communicate the reads from the water meters to the ComEd radio network. 

F. A Resolution Authorizing an Agreement with WaterSmart Software, Inc. d/b/a VertexOne of Dallas, Texas for Customer Portal Software and Software Support Services for the Automated Water Meter Project 

An important component of the Village's Automated Water Meter Project is providing residents and businesses with more timely access to water usage information in order to help them make decisions about their water consumption, be more sustainable in their water usage, and see unusual or excessive usage that will help identify if the resident has a leak within their home. The Village has identified the VXsmart customer portal from VertexOne to provide residents easy and clear access to this information. 

G. A Resolution Authorizing an Agreement with Itron, Inc. of Liberty Lake, Washington for Software and Software Support Services for the Automated Water Meter Project 

The Village of Northbrook has identified the ComEd radio network as the preferred solution for the Automated Water Meter Project. To utilize that network, the Village must utilize the Itron Temetra software to communicate with the Itron radio equipment ("endpoints") to collect water reads over the ComEd radio network. This software will also interface with the Village's BS&A Utility Billing Module.
