City of Elgin Committee of the Whole met Sept. 11

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Ortiz, Powell (6:02 p.m.), Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Absent: None.

Approval of Minutes

Councilmember Good made a motion, seconded by Councilmember Steffen, to approve the minutes of the August 28, 2024, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays:

None.

None.

Temporary Overnight Shelter Services—Agreement with One Collective, NFP and The Business Nonprofit Development Center At First (First United Methodist Church)

There was discussion regarding the hours of operation of the shelter and the volunteers needed to provide the necessary services.

A resolution was presented at the Council meeting for adoption by the City Council to enter into a purchase of service agreement with One Collective and The Business Nonprofit Development Center at First (First United Methodist Church) in the amount of $231,500 for hosting and operating a temporary emergency warming shelter.

Spring Street Overhead String Lighting—Purchase and Installation Agreement with Holiday Outdoor Décor

A resolution was presented at the Council meeting for adoption by the City Council to enter into an agreement with Holiday Outdoor Décor in the amount of $33,865 to purchase and install overhead string lighting on Spring Street between East Chicago Street and Fulton Street in the Downtown area.

Comprehensive Water and Sewer Master Plan Rate Study

City consultant Engineering Enterprises, Inc. (EEI), in partnership with Stantec, provided a water and sewer rate study for both improving and maintaining these two core city infrastructures over the next decade. A copy of the presentation is on file in the City Clerk’s office.

David Hyder, Stantec, provided details on the study and how the recommendations for the rates were determined. Based on the needs for capital expenditures there was a recommendation to increase water and sewer rates and connection fees. A phased approach to the rate changes was recommend minimizing the impact on user’s bills.

There was discussion regarding previous rate increases and how the recommended increases would place the city in comparison to other communities.

Chicago Realty Ventures, Inc. Redevelopment Agreement for 11-15 Douglas Avenue

Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve an agreement with Chicago Realty Ventures, Inc. in the amount of $234,525, not to exceed $301,835 to convert the top floor of 11-15 Douglas Avenue from one apartment into four apartments and provide building, elevator and life safety upgrades benefiting the entire building. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Thoren, and Mayor Kaptain. Nays: None. Councilmember Steffen abstained.

Automated Vehicle Location (AVL) Subscription with Samsara, Inc.

Councilmember Good made a motion, seconded by Councilmember Martinez, to award a contract to Samsara Inc. in the amount of $126,650 for a three-year term to secure a software licensing subscription to enhance vehicle location service collection. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Elgin Art Showcase – One-Year Lease Agreement and Renewal Option with Vijulima, LLC

Councilmember Powell made a motion, seconded by Councilmember Good, to approve a oneyear lease agreement of the Elgin Art Showcase with Vijulima, LLC in the amount of $52,369 annually to continue providing cultural arts opportunities and attract visitors to Downtown Elgin. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None. 

Announcements from Council

Councilmember Ortiz congratulated the Northern Illinois University football team on their upset win again Notre Dame.

Councilmember Thoren announced the ribbon cutting for High Haven Dispensary in Clocktower Plaza on September 21, 2024.

Councilmember Martinez thanked all the organizers for the events held the previous weekend, including the Fire Departments open house, the Historic House Walk, the Parks and Recreation Foundation Brewfest and the First Responder Fest.

Councilmember Dixon invited all to attend the Fall Family Fun & Wellness Festival being held on Sunday, September 22, 2024, from 12:00 p.m. – 2:00 p.m. at Elgin Community College.

Rick Kozal, City Manager, announced upcoming city events.

Councilmember Good made a motion, seconded by Councilmember Martinez, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

The meeting adjourned at 7:04 p.m.
