A. Temporary Overnight Shelter Services—Agreement with One Collective, NFP and The Business Nonprofit Development Center At First (First United Methodist Church) ($231,500)

Objective: Enter into a purchase of service agreement with One Collective and The Business Nonprofit Development Center at First (First United Methodist Church) for hosting and operating a temporary emergency warming shelter.

B. Spring Street Overhead String Lighting—Purchase and Installation Agreement with Holiday Outdoor Décor ($33,865)

Objective: Enter into agreement with Holiday Outdoor Décor to purchase and install overhead string lighting on Spring Street between East Chicago Street and Fulton Street in the Downtown.

C. Comprehensive Water and Sewer Master Plan Rate Study

Initiatives and Other Items

D. Chicago Realty Ventures, Inc. Redevelopment Agreement for 11-15 Douglas Avenue ($234,525; Not to Exceed $301,835)

Objective: Enter into a redevelopment agreement to convert the top floor of 11-15 Douglas Avenue from one apartment into four apartments and provide building, elevator and life safety upgrades benefiting the entire building.

E. Automated Vehicle Location (AVL) Subscription with Samsara, Inc. ($126,650 Annually for Three-Year Term)

Objective: Secure software licensing subscription with Samsara, Inc. to enhance vehicle location service collection.

F. Elgin Art Showcase – One-Year Lease Agreement and Renewal Option with Vijulima, LLC ($52,369 Annually)

Objective: Continue providing cultural arts opportunities and attract visitors to Downtown Elgin.
