4. PUBLIC COMMENT TIME 

This agenda item is reserved for members of the public who desire to address the Village Board on a topic that is within purview and jurisdiction of the Village Board, but that is not listed in another location on the agenda. If you would like to speak about a matter that is listed on the agenda, we ask that you wait until that agenda item is called, and we will give you an opportunity to speak then. If your matter is on the “Consent Agenda”, please let us know if you would like us to remove that matter so that you can speak about it. 

Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions. 

All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. A. A Proclamation Recognizing September 17 - 23 as Constitution Week B. A Proclamation Recognizing September 21 - 27 as United Against Hate Week C. An Ordinance Approving a Fourth Amendment to the Real Estate Purchase and Sale Agreement 

An Ordinance has been prepared to approve a Fourth Amendment to the Real Estate Purchase and Sales Agreement with Quarterra Multifamily Communities (QMC) for Village owned property commonly known as 1657 Shermer Road and comprised of approximately 10.3 acres. The amendment will allow for donation of a portion of the parcel, approximately 1.5 acres, in advance of closing to Housing Opportunities Development Corporation (HODC) by the Village. 

8. CONSENT AGENDA 

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item. 

A. A Resolution Approving the Renewal of an Annual Subscription for Cybersecurity Services from the Center for Internet Security 

This Resolution approves the renewal of an annual subscription for  Cybersecurity Services from the Center for Internet Security. 

B. A Resolution Waiving Competitive Bidding and Authorizing the Purchase of Water Meters and Associated Parts from Water Resources, Inc. of Elgin, Illinois While the Village is planning for the replacement of meters throughout the Village and the conversion to an automated metering infrastructure system (AMI), the Village continues to purchase meters for the replacement of non functioning meters, new construction, etc. The current meters being installed are compatible with AMI systems that will be recommended to the Village Board as part of the new future system. 

C. A Resolution Authorizing the Execution of an Intergovernmental Agreement with the County of Cook for the Award of a Grant for the Shermer Road Corridor Improvements Project 

The Village of Northbrook applied for and has been awarded a $250,000 grant through the Invest in Cook program for the Shermer Road Corridor Improvements Project. 

D. An Ordinance Authorizing the Purchase of a Replacement Dump Truck Chassis from Sutton Ford of Matteson, Illinois and Hydraulics and a Dump Body from Monroe Truck Equipment of Monroe, Wisconsin 

An Ordinance for the replacement of Unit #208, a 2007 GMC 5500 Dump Truck ("Unit #208") used by the Public Works Department for a variety of tasks including snow plowing, water main break repairs, street maintenance and tree removals. 

E. A Resolution Approving the Purchase of Basic Operations Firefighter Academy Training from the Northeastern Illinois Public Safety Training Academy 

This resolution is for the purchase of necessary academy training for new firefighter recruits. The Fire Department is purchasing eight total academy tuitions for new hires. 

F. An Ordinance Authorizing the Acquisition Through Condemnation of Fee Simple Title to a Portion of the Property Located at 2525 Techny Road 

The Village seeks to acquire an L-shaped parcel of land along the Techny and Greenview Road frontages for the public purpose of constructing a sidewalk along the southside of Techny Road.

A. Presentation on an Initial Review of a Request for a Cook County Class 6B for the Property Located at 3685 Woodhead Drive. 

This is a preliminary review of an application for a Cook County Class 6B at 3685 Woodhead Drive in the I-1 Restricted Industrial district for Sound, Production & Lighting LLC. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application.

A. A Discussion of the 2024-2025 Winter Display at the Village Green Fountain Staff will provide a brief presentation seeking the Village Board's input and direction on the 2024-25 Winter Display.
