C. Open Space Lands Acquisition and Development (OSLAD) Grant for the Rehabilitation
of Wing Park Including the Development of a New Master Plan and Inclusive Playground—Resolution Authorizing Filing of Application (No Cost)
Objective: Rehabilitate Wing Park using an OSLAD grant to offset the project’s cost.
D. Columbine Homeowners’ Association Request to Convey to City Fee Simple Title of Two Detention Basins in the Columbine Subdivision (No Cost)
Objective: Provide for the conveyance of two detention basins located in the Columbine Subdivision from the Columbine Homeowners’ Association to the city of Elgin.
E. Public Improvements and Easement Acceptance for 2570 Millennium Drive ($1,803 Estimated Five-Year Maintenance Cost)

K. School Crossing Guards Agreement with Andy Frain Services ($160,741)
Objective: Continue providing school crossing guards at eleven elementary school locations in the city currently being staffed by Andy Frain Services.
L. Waste, Recycling and Organics Collection Services—Request for Proposals Update Staff will be providing an overview on the request for proposals process for the waste, recycling and organics collection services contract with the purpose of seeking city council consensus to begin finalizing an agreement on the scope of services with the preferred vendor.
