A. Historic Architectural Rehabilitation Grant Resolution Approving Recipients for the 2024 Program ($173,629)

Objective: Award grants to owners of historic landmark properties or those located within the city’s historic districts for exterior rehabilitation and restoration work to their residential properties.

B. CDBG Annual Action Plan for Program Year 2024 (No Cost)

Objective: Review recommendations from the CDBG Review Panel for program year 2024 CDBG funding.

C. Jurisdictional Boundary Agreement with the Village of Burlington (No Cost)

Objective: Enter into a twenty-year intergovernmental agreement with the village of Burlington governing its boundaries with Elgin to promote intergovernmental cooperation.

D. Engineering Services Agreement with HR Green, Inc. for the East Chicago Street Sanitary Sewer Lateral Service Lining Project—Amendment Agreement No. 1 ($45,500)

Objective: Enter into amendment agreement number 1 with HR Green, Inc. for final construction observation services and project closeout requirements.

E. Construction Engineering Services Agreement with Hampton, Lenzini & Renwick, Inc. for the 2024 Various Street Resurfacing Project ($221,760)

Objective: Provide field inspection, design interpretation, contract administration including all required Motor Fuel Tax documentation, and general coordination and control of the day-to-day construction activities for the resurfacing of various collector streets for the 2024 Various Resurfacing Project.

F. Resolution for Improvement Under the Illinois Highway Code—2024 Various Resurfacing Project, Section Number 24-00207-00-RS ($2,815,774)

Objective: Provide funding for both the construction of the 2024 Various Street Resurfacing Project, Section Number 24-00207-00-RS, and for the construction engineering services to be provided in relation to the project utilizing proceeds from the Illinois Motor Fuel Tax Fund.

G. Smarsh, Inc. Archiving Software Agreement ($134,557 Annually for Three-Year Term)

Objective: Integrating and archiving the city’s digital communications across multiple platforms, including Microsoft Outlook, Salesforce Chatter, Slack and Verizon Text Messages.

H. Extension of an Agreement with the Law Firm of Ottosen Dinolfo Hasenbalg & Cataldo, Ltd. to Conduct Police Internal Investigations (Cost to City is Specified Hourly Rates)

Objective: Extend the agreement with the previously selected qualified outside entity to conduct certain police internal investigations.
