A. Site Remediation Program Services for the City-Owned Property at 96-122 South Grove Avenue ($46,247)

Objective: Perform environmental services under the Illinois Site Remediation Program for the city-owned property at 96-122 South Grove Avenue to advance the site toward attainment of a no further remediation letter.

B. Elgin Public Museum Purchase of Service Agreement ($75,000)

Objective: Contract with the Elgin Public Museum to provide services to maintain public property, exhibits and to deliver educational programming to the community regarding natural history and anthropology.

C. Custom Replica Artwork Purchase Agreement with ACME Design, Inc. ($26,700)

Objective: Work collaboratively with Elgin-based ACME Design, Inc. to build a replica of the “Angel of Independence” and a large-scale “MX” for use at La Fiesta de Elgin in September 2024 and beyond.

D. Service Agreement with Center Stage Dance Academy, LLC ($75,000)

Objective: To provide high-quality dance classes for the Elgin community.

E. Jurisdictional Boundary Agreement with the Village of Gilberts (No Cost)

Objective: Enter into a twenty-year intergovernmental agreement with the village of Gilberts governing its boundaries with Elgin to promote intergovernmental cooperation.

F. Public Parkway Improvements Acceptance within the Tall Oaks Unit 4 Subdivision ($768 Estimated Five-Year Maintenance Cost)

Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.

G. Public Improvements Acceptance within the Tall Oaks Unit 5 Subdivision ($11,496 Estimated Five-Year Maintenance Cost)

Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.

H. Engineering Services Agreement with Engineering Enterprises, Inc. (EEI) for the Lead Service Line Replacement (LSLR) Program Year 3 Improvements— Amendment Agreement No. 2 ($1,849,067)

Objective: Contract with EEI for construction engineering services for Year 3 of the LSLR program.

I. 2023 Lead Service Line Replacement Program, Contract A— Change Order No. 2 for Bid 23-001 ($925,000)

Objective: Improve the water distribution system by replacing lead water service lines.

J. 2023 Lead Service Line Replacement Program, Contract C— Change Order No. 1 for Bid 23-013, ($650,000)

Objective: Improve the water distribution system by replacing lead water service lines.

K. Comprehensive Water and Sewer Master Plan Engineering Services Agreement with Engineering Enterprises, Inc.— Amendment Agreement No. 2 ($160,932)

Objective: Provide engineering services to perform a detailed review of the potential relocation of the Riverside Water Treatment Plant’s Fox River Intake to the Slade Avenue storage and pump station property and to complete an analysis of anticipated adjustments to city water and sewer rates necessary to generate sufficient revenue to fund the proposed implementation.

L. Baffle Wall Replacement— Change Order No. 1 for Bid 23-046 ($476,051)

Objective: Replace aging baffle walls to ensure optimal water treatment.
