4. PUBLIC COMMENT TIME 

This agenda item is reserved for members of the public who desire to address the Village Board on a topic that is within purview and jurisdiction of the Village Board, but that is not listed in another location on the agenda. If you would like to speak about a matter that is listed on the agenda, we ask that you wait until that agenda item is called, and we will give you an opportunity to speak then. If your matter is on the “Consent Agenda”, please let us know if you would like us to remove that matter so that you can speak about it. 

Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions. 

All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. A. A Proclamation Recognizing February 18-24, 2024 as National Engineers Week 

8. CONSENT AGENDA 

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item. 

A. An Ordinance Approving Plan Commission Docket No. PCD-23-13 a Zoning Relief Application for Wall Signs at The Josselyn Center Located at 1135 Skokie Boulevard 

The Plan Commission recommends approval of the request related to the wall signs and an Ordinance Granting a Special Permit Authorizing Wall Signs in Excess of the District Height Limit of 20 Feet in the O-4 Boulevard Office District has been prepared. 

B. A Resolution Authorizing the Approval of the Terms and Conditions of a Department of Energy (DOE) Energy Efficiency and Conservation Block Grant Rebate Voucher 

The (DOE) Energy Efficiency and Conservation Block Grant Program is designed to reimburse local governments for qualifying equipment purchases that contribute to reducing energy consumption and fossil fuel emissions while enhancing energy efficiency. In 2022 Public Works began a streetlight general maintenance program and LED replacement initiative for the systematic conversion of all Village streetlights to LED fixtures by 2030, aligning with Climate Action Plan goals. With this grant/rebate, the Village can secure 134 energy efficient street light fixtures in the amount of $76,390. 

C. A Resolution Authorizing the Execution of a Contract for the Northbrook Glen Water Main Replacement Project with Berger Contractors, Inc. of Wauconda, IL. The 6-inch and 8-inch cast iron water mains in the Northbrook Glen Subdivision were installed in the 1920's and 1960's and have been identified for replacement in the Budget and CIP. 

D. A Resolution Approving A Request for a Reasonable Accommodation for the Providence Farm Sober Living Home at 479 Lee Road 

The resolution grants a request from the owner of the property for a reasonable accommodation under the Fair Housing Act related to requirements of the International Building Code and the International Fire Code. 

E. A Resolution Authorizing the Execution of a Letter of Intent for Audit and Project Management Services for the Automated Metering Project with Veregy, LLC of Phoenix, Arizona. 

Staff is seeking authorization to enter into a Letter of Intent with Veregy, LLC for audit and project management services for the automated metering project. 

F. A Resolution Approving Membership Renewal in the Northeastern Illinois Public Safety Training Academy (NIPSTA) of Glenview, IL 

This is a request to renew the Village's membership in the Northeastern Illinois Public Safety Training Academy (NIPSTA). 

G. An Ordinance Providing for the Disposal of Surplus Property and Evidence The Police Department is seeking authorization pursuant to the Law Enforcement Disposition of Property Act, 765 ILCS 1030/0.01 et seq. and according to Section 2-193 of the Northbrook municipal code to dispose of surplus property and evidence that has been determined to be unclaimed. 

H. An Ordinance Amending the Fiscal Year 2024 Annual Budget for the Village of Northbrook, Illinois 

On a continual basis, staff evaluates expenditures to ascertain that there are no significant cost increases to planned expenditures which may be due to supply chain issues, unexpected capital costs, etc. and brings forward an Ordinance to amending the adopted budget to appropriate necessary funds. 

I. A Resolution Approving the Purchase of Panasonic Computers from CDS Office Technologies, Inc. for Use in Public Safety Vehicles 

This is a planned purchase of twenty-three Panasonic Toughbook laptop computers for the Police Department squad cars. 

J. An Ordinance Waiving Competitive Bidding, Authorizing the Purchase of Police Department Replacement Vehicles from Sutton Ford of Matteson, IL, and Authorizing the Disposal of Surplus Vehicles 

The Village is seeking to replace three Police Department patrol vehicles. These vehicles were previously budgeted in FY 22/23, but due to production delays and cancellations, orders have yet to be fulfilled.

9. ADMINISTRATION AND FINANCE 

A. Motion to approve the transfer an additional $1,000,000 each to the Police and Firefighters' Pension Funds. 

As part of the October 10, 2023 Village Board Committee of the Whole meeting, CFO Drazner reviewed the results of the FY23 independent financial audit for the year ending April 30, 2023. It was proposed that $2,000,000 of the surplus reserve calculation based on the FY23 audit results be transferred into the Police and Firefighters' Pension Funds to reduce the unfunded liabilities. Approval of this motion will formalize the consensus of the Village Board from the October 10, 2023 discussion. 

10. PLANNING AND ECONOMIC DEVELOPMENT 

A. Preliminary Review of a Request for Zoning Relief from Lexington Homes LLC for a Proposed 53-Unit Multi-Family Residential Planned Development at 1825 Shermer Road. 

The Applicant requests a rezoning, concept planned development approval, site plan approval, yard variations, tentative plat approval, a variation of the 

subdivision code to allow a private street, and alternative method of compliance with the Affordable Housing Ordinance for a 53-unit multi-family residential development. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application.
