City of Elgin Planning & Zoning Commission met Nov. 6.

Here are the minutes provided by the commission:

The regular meeting of the Planning & Zoning Commission was called to order at 7:00 p.m by Chairman Cox in the City Council Chambers, 2nd Floor North Tower, 150 Dexter Court, Elgin, IL, 60120.

Members Present: Nancy Abuali, Steven Migala, Alex Lopez, Berto Valdez, Jordan Wildermuth, and Chairman Cox.

Members Absent: Karin Jones,

Staff Present: Marc Mylott, Community Development Director and Damir Latinovic, Senior Planner.

APPROVAL OF MINUTES: 

Motion made by Commissioner Wildermuth to approve the minutes of October 2, 2023, as submitted.

The motion was seconded by Commissioner Lopez.

The motion passed 6-0.

Motion made by Commissioner Abuali to approve the minutes of October 30, 2023, as submitted.

The motion was seconded by Commissioner Wildermuth.

The motion passed 3-0-3 (Abstained Migala, Valdez, and Chairman Cox).

Oath Administered: The court reporter administered the oath to all persons desiring to testify.

PETITION TO BE CONSIDERED: 

Consideration of Petition 30-23 

Requesting approval of the final plat of subdivision for Seasons at Elgin, a 280-unit multi-family residential development at the property commonly referred to as 36W987 Hopps Road, to be known as 2601 Hopps Road after annexation to the City of Elgin, by FRED-Elgin HC, LLC, as applicant, and Gyorr Farm Limited Partnership, as property owner.

There was no public comment.

Commissioner Abuali moved to recommend that City Council approve Petition 30-23, subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.

Commissioner Valdez seconded the motion, which was adopted 6-0. 

Consideration of Petition 31-23 

Requesting a conditional use to establish a performing arts theater and a commercial event space for activities pertaining to the assembly of people within the existing two-story commercial building at the property commonly referred to as 18-20 Villa Court and 220 DuPage Street, by MTK Properties, as applicant, and DC Enterprises of Illinois, LLC, as property owner.

Commission Migala stated that he has a conflict of interest and would recuse himself from the discussion on this petition.

There was no public comment.

Commissioner Wildermuth moved to recommend that City Council approve Petition 31-23, subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Lopez seconded the motion, which was adopted 5-0-1 (Migala abstained).

Consideration of Petition 33-23 

An application by the Development Administrator of the City of Elgin, as Applicant, to amend Chapter 19.12 "Site Design" of the Elgin Municipal Code (EMC) regarding authorized site design variations, to amend Chapter 19.45 "Off-street parking" of the EMC regarding the required number of parking stalls and the provisions for accessible parking stalls, to amend Chapter 19.45 "Off-street parking" of the EMC to create requirements and regulations for the provision of electric vehicle parking and charging equipment, and to amend Section 19.90.015 "Supplementary regulations" of the EMC regarding solar energy systems.

There was no public comment.

Commissioner Abuali moved to recommend that City Council approve Petition 33-23, and to adopt as the findings of the Commission, the documents and findings provided within the staff report.

Commissioner Lopez seconded the motion, which was adopted 6-0.

OTHER BUSINESS: 

2024 Meeting Schedule 

Motion to approve the proposed 2024 Planning and Zoning Commission meeting schedule was made by Commissioner Lopez.

The motion was seconded by Commissioner Valdez.

The motion passed 6-0.

PUBLIC COMMENT: 

None.

PENDING DEVELOPMENT APPLICATIONS: 

Mr. Latinovic gave a summary of pending applications.

ADJOURNMENT: 

Motion to adjourn was made by Commissioner Migala.

The motion was seconded by Commissioner Wildermuth.

The motion passed unanimously.

The meeting of the Planning & Zoning Commission was adjourned at 7:50 p.m.
