A. Amendment Agreement No. 1 with Engineering Enterprises, Inc. for the Comprehensive Water and Sewer Master Plan ($114,371) 

Objective: Provide engineering and contractor services to obtain riverbed soil borings within the Fox River at the Lincoln-Lovell Saddle to assess the potential for riverbed stabi lization as a means to maintain adequate water supply intake levels.

B. Resolution Committing Local Funds for Proposed Federal Surface Transportation Pro gram (STP) Funding ($8,745,750) 

Objective: Demonstrate local agency commitment to funding various transportation im provement projects in compliance with the Kane/Kendall Council of Mayors’ (KKCOM) STP funding competitive application criteria.

C. Ride in Kane Program 2023 Subsidy Agreement with Pace and Associated Funding/Ser vice Agreement with Kane County ($50,000) 

Objective: Fund the city’s 2023 contribution for the Ride in Kane Program in partnership with Pace and Kane County.

D. Fire Protection Agreements with Illinois Tool Works, and Covestro LLC ($84,463 Reve nue) 

Objective: Provide an economically beneficial way for fire department resources to be uti lized by properties located outside of city borders.

E. Contract with Ryan, LLC for Tax Increment Financing (TIF) Consulting Services ($125,000) Objective: Explore the extension of the Central Area TIF District or the establishment of a new TIF district.

F. Impacts from the Illinois Paid Leave for All Workers Act on the City of Elgin (No Cost) Objective: Consider enacting legislation that adopts the city’s current paid leave policy and declares the city exempt from the requirements of the Paid Leave for All Workers Act for all City of Elgin employees.

G. Engineering Services Agreement with Engineering Enterprises, Inc. for the Lead Service line Replacement Program Year 3 ($380,673) 

Objective: Contract for engineering services to implement remedial action relating to lead water service replacement.

H. Lead Service Line Replacement Program, Year 3 – Illinois Environmental Protection Agency Public Water Supply Loan Program Requirements (No Cost) 

Objective: Remove lead-based water service lines on private property using approximately $2 million in funding from Illinois Environmental Protection Agency’s Public Water Supply Loan Program.

I. Adoption of Updated Parks and Recreation Department Master Plan (No Cost) Objective: Revise the 2011 Parks and Recreation Master Plan to reflect new trends and identify strategic priorities over the next five to ten years.

J. Change Order to Millennium Park Playground Renovation Contract ($120,286) Objective: Upgrade the play surface in the Millennium Park Playground Renovation from mulch to artificial turf.

K. Economic Incentive Agreement with McGrath Nissan, Inc. (Net Revenue Generation) Objective: Generate additional sales tax revenue for the city from new and used motor vehicle sales by encouraging McGrath Nissan, Inc. to retain its Nissan automobile dealer ship franchise in Elgin by constructing a new facility in the Randall-90 Auto Mall at the Interstate 90-Randall Road quadrant.
