City of Elgin Committee of the Whole met Oct. 18.

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:30 p.m. in the Council Chambers. Present: Councilmembers Good, Martinez, Ortiz, Powell (6:51 p.m.), Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Absent: Councilmember Dixon.

Public Comments

None.

Strategic Planning Workshop

Dr. Peter Dams provided details regarding the process, including worksheets for each strategic outcome area. The three strategic outcome areas discussed included: Area 1 - Connected, Engaged, and Inclusive Community; Area 2 - Financially Sustainable Infrastructure; and Area 3 - Services and Vibrant Community. Each strategic outcome area was discussed, and the councilmembers provided ideas which were grouped into categories, and each category was given an overarching objective.

Objectives for Area 1 - Connected, Engaged, and Inclusive Community included:

• develop a diverse internal workforce and vendor base

• enhance special events

• enhance technology and media utilization to achieve goals and engage within the community

• improve communication to and from the community

• strengthen identity and engagement of neighborhoods

Objectives for Area 2 - Financially Sustainable Infrastructure and Services included:

• encourage sustainable development and redevelopment

• improve street and transportation options

• proactively improve intergovernmental relationships

• safe and reliable sustainable drinking water

• use technology to streamline services and costs

Objectives for Area 3 – Services and Vibrant Community included:

• develop commercial arts and entertainment hubs

• external branding and marketing

• foster year-round active lifestyles by enhancing use of city owned facilities

• increase use of the river for recreation and entertainment

• use other agencies building for recreational opportunities

Adjournment

Councilmember Martinez made a motion, seconded by Councilmember Ortiz, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

The meeting adjourned at 9:30 p.m.
