Village of South Barrington Board of Trustees met Oct. 12.

CALL TO ORDER

Mayor McCombie called the meeting to order at 7:09-p.m.

ROLL CALL

Village Clerk Zierk called the roll, and a quorum was noted present.

Officials Present: President: Paula McCombie

Trustees: Joseph Abbate, Edgar Alvarado, Dr. Kanu Panchal, Dr. Hina Patel, Dr. Anthony Stagno

Absent: Stephen Guranovich

Staff Present: Director of Finance Wayde Frerichs, Chief of Police Thomas Roman, Deputy Chief Michael Garrison, Village Engineer Natalie Karney, Village Administrator Robert Palmer

Others Present: Village Attorney James Vasselli

President McCombie led the Pledge of Allegiance.

OATH OF OFFICE

Trustee Abbate made a motion to table the agenda item of Swearing in Purvish Patel as Police Officer for the South Barrington Police Department. Trustee Stagno seconded the motion. Motion carried by unanimous voice vote.

APPROVAL OF MINUTES

Trustee Abbate made a motion to approve the minutes of the Regular Village Board Meeting of September 14, 2023 and the Special Village Board Meeting of September 28, 2023. Trustee Stagno seconded the motion. Motion carried by unanimous voice vote.

WARRANTS AND VILLAGE FINANCIAL STATEMENTS

Trustee Stagno made a motion to approve Warrant Run #1 for $65,222.80. Trustee Panchal seconded the motion. Roll Call: Trustee Abbate-Aye, Trustee Alvarado-Aye, Trustee Guranovich-Absent, Trustee Panchal - Aye, Trustee Patel-Aye, Trustee Stagno-Aye. Ayes-5, Nays-0, Absent-1. Motion carried.

Trustee Alvarado made a motion to approve Warrant Run #2 for $214,724.26. Trustee Patel seconded the motion. Roll Call: Trustee Abbate-Aye, Trustee Alvarado-Aye, Trustee Guranovich-Absent, Trustee Panchal – Aye, Trustee Patel-Aye, Trustee Stagno-Aye. Ayes-5, Nays-0, Absent-1. Motion carried.

Trustee Abbate made a motion to accept the Statement of Revenues and Expenditures as of September 30, 2023. Trustee Panchal seconded the motion. All in favor. Motion carried.

Trustee Patel made a motion to approve the Detailed Balance Sheet as of September 30, 2023. Trustee Abbate seconded the motion. All in favor. Motion carried.

Mayor McCombie reviewed the following items:

Attended Barrington Township Food Pantry Open House

Update on Police Officer Candidate Interviews

Attended the O'Hare Noise Commission meeting

• Requested information from Harper College regarding their Trade Programs

Mayor McCombie invited members of the public to address the Board. Hearing none, the meeting proceeded with the published agenda items.

COMMITTEE REPORTS

Building & Zoning Committee:

Chairman Guranovich reported there was no meeting in September. There were no agenda items to consider for the Village Board.

Emergency Management Committee: Trustee Patel reported there was a meeting to review the Emergency Management Plan and the Committee is on track to have a completed Plan in December. There were no agenda items to consider for the Village Board.

Finance Committee: Trustee Stagno stated there was a meeting on Monday and the Committee reviewed the Audit Report.

Trustee Abbate made a Motion to Accept and Place on File with the Village Clerk the Annual Audited Financial Report and Management Letter for the Fiscal Year Ending April 30, 2023. Trustee Stagno seconded the Motion. Roll Call: Trustee Abbate-Aye, Trustee Alvarado-Aye, Trustee Guranovich- Absent, Trustee Panchal Aye, Trustee Patel-Aye, Trustee Stagno-Aye. Ayes-5, Nays-0, Absent-1. Motion carried.

There was no action taken regarding a Letter of Credit for Sundance of South Barrington.

Legal & Human Resource Committee: Trustee Stagno stated there was no meeting held. There were no agenda items.

Public Safety Committee: Trustee Abbate gave a brief report.

Police Commission: There was no meeting held. There were no agenda items.

STAFF REPORTS

Building Officer: Damian Michalski was not present. There were no agenda items.

Village Engineer: Natalie Karney gave a brief report. She provided an update on the proposed subdivision for Enclave phase II. She also gave a report on the Water Conservation Forum she attended regarding conservation of water. There were no agenda items.

Chief of Police: Thomas Roman submitted a report and gave a brief review regarding recent police activity. A new police officer will be starting on Monday. An update was given on the patrol vehicles ordered last December. There were no agenda items.

Village Clerk: No report. There were no agenda items.

Village Administrator: Robert Palmer gave a brief report regarding planting of trees in the Village and that the Village will be planting the 100th tree species in the Conservancy. An update was given on current grant applications.

EXECUTIVE SESSION

There was no Executive Session held.

OLD BUSINESS

Arbitration with the Police Union update.
