City of Elgin Committee of the Whole met Oct. 11.

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Absent: Councilmember Dixon.

Approval of Minutes

Councilmember Steffen made a motion, seconded by Councilmember Ortiz, to approve the minutes of the September 27, 2023 regular meeting. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Public Comments

Ron Milner, owner of a financial literacy company, talked about upcoming workshops they would be holding for residents of Elgin.

Community Survey Response on Curbside Waste, Recycling and Organics Collection

City survey consultant Ted Redmond of paleBLUEDot, LLC presented the waste, recycling, and organics collection community survey results. A copy of the presentation is on file in the City Clerk’s office. Input from the community survey is being used to help build the framework for creating the request for proposals (RFP) needed for the selection of a vendor to provide waste hauler services beginning in 2025.

The survey showed residents were largely satisfied with the waste and recycling services. There was also interest in expanding the organics program and a review of pricing structures. The survey respondents were split when it came to questions regarding a potential plastic bag ordinance with several seeking further information. Comments regarding waste stickers included concerns over costs, and other options including eliminating the sticker program.

There was discussion regarding next steps, sustainability commission input, and the timeline to create the request for proposals.

Design Engineering Services Agreement with HR Green, Inc. for the U.S. Route 20 Longcommon Parkway to Coombs Road Initial Phase I Study

Councilmember Powell made a motion, seconded by Councilmember Steffen, to enter into an agreement with HR Green, Inc. for an amount not to exceed $66,776 to initiate the Phase I Study necessary to evaluate alternatives for a commercially viable, multimodal corridor and a future development needs analysis along U.S. Route 20 from Longcommon Parkway to Coombs Road. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

2024 Health Insurance Program with Blue Cross Blue Shield of Illinois

Councilmember Powell made a motion, seconded by Councilmember Steffen, to enter into a twelve-month, fully insured contract with Blue Cross Blue Shield of Illinois in the amount of $14,335,098 to provide a fiscally sound health insurance program access to employees, retirees and their dependents. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Bowes Creek Country Club Lift Station Pump Purchase Agreement with Metropolitan Industries, Inc.

Councilmember Steffen made a motion, seconded by Councilmember Good, to purchase a new lift station pump in the amount of $63,842 from Metropolitan Industries, Inc to provide reliable and adequate sewage conveyance from the Bowes Creek Country Club lift station by repairing

one pump. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Reimbursement to Bluff City Materials, Inc., for Upsizing of Water Transmission Line Through Tall Oaks Subdivision – Unit 3

Councilmember Powell made a motion, seconded by Councilmember Ortiz, to authorize payment in the amount of $245,710 to compensate Bluff City Materials, Inc. for water transmission line oversizing for additional capacity. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Announcements from Council

Councilmember Steffen announced the Kiwanis Barbeque being held on October 28, 2023.

Councilmember Thoren invited everyone to attend the upcoming Image Awards being held on October 18, 2023 at the Gail Borden Public Library.

Councilmember Powell reminded everyone to purchase their tickets to Nightmare on Chicago Street being held on October 21, 2023.

Councilmember Ortiz wished Elgin and Larkin High School football teams’ good luck.

Councilmember Thoren made a motion, seconded by Councilmember Good, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

The meeting adjourned at 7:00 p.m.
