Village of Wheeling President and Board of Trustees met Sept. 18.

Here are the minutes provided by the board:

1. President Horcher called the meeting to order at 6:53 pm 

2. Pledge of Allegiance-N/A 

3. Roll Call led by Clerk Brady 

Present: Pat Horcher, Mary Krueger, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel 

4. Approval of Minutes 

Approval of Minutes for the Regular Meeting of August 21, 2023

President Horcher asked for a motion to approve Minutes as presented.

Motion by Mary Papantos, second by Jim Ruffatto.

Final Resolution: Motion Approved

Yes: Pat Horcher, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel

Abstain: Mary Krueger

Trustee Krueger abstained as she was not present at the meeting of August 21, 2023.

5. Changes to the Agenda - None 

6. Proclamations, Congratulatory Resolutions, and Awards 

A. Presentation of Mike Moran Way Honorary Street Sign 

President Horcher spoke about Mr. Moran's legacy in Wheeling and presented his family with an honorary street sign. Mrs. Moran thanked the Board and staff and stated that Mr. Moran enjoyed serving the Village.

B. Proclamation: Constitution Week, September 17-23, 2023 

President Horcher read the proclamation into the record and spoke about the importance of our Constitution. 7. Appointments and Confirmations - None

9. Citizen Concerns and Comments - None 

10. Staff Reports - None 

11. Consent Agenda-All items listed on the Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion. There will be no separate discussion of these items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered after all other Agenda items. 

Clerk Brady read the consent agenda into the record.

A. Resolution 23-120 Accepting a Previously-Bid Suburban Purchasing Cooperative Contract for the Purchase of Two (2) Medium-Duty Horton Ambulances from Foster Coach Sales, Inc. at a Cost Not to Exceed $847,948 

B. Resolution 23-121 Approving Change Order No. 1 to the Contract with W.B. Olson, Inc. for the Installation of Permanent Safety Barriers Reducing the Final Contract Amount from $30,553 to $19,103 

C. Resolution 23-122 Accepting a Previously-Bid State of Michigan Contract With LaFontaine CDJR-Lansing for the Purchase of Four 2024 Dodge Durango Pursuit Vehicles in the Total Amount of $184,967 

D. Resolution 23-123 Authorizing the Village President and Clerk to Execute a Plat of Easement Grant with Uptown 500 LLC at 500 W. Dundee Road 

E. Resolution 23-124 Authorizing Temporary Lane Closures on Illinois Route 21 (Milwaukee Avenue) and Illinois Route 68 (Dundee Road) on Sunday, November 19, 2023 

President Horcher asked for a motion to approve the consent agenda as presented.

Motion by Mary Krueger, second by Dave Vogel.

13. New Business - All Listed Items for Discussion and Possible Action 

A. Resolution 23-125 Approving a Contract with Schroeder Asphalt Services, Inc. for the Wolf Road Resurfacing Project in the Amount of $199,794.81 in FY 2023 

Clerk Brady read the title into the record. Public Works Director Dan Kaup introduced the item and answered a question from the Board.

Motion by Dave Vogel, second by Mary Papantos.

Final Resolution: Motion Approved

B. Resolution 23-126 Approving the Renewal of and Authorizing the Village President and Clerk to Execute a Second Amendment to the Food Service Agreement with Hoffman House Catering for the Village of Wheeling Senior Services Congregate Dining Program 

Clerk Brady read the title into the record. Police Chief James Dunne introduced the item; there were no questions from the Board. Chief Dunne stated that the lunches take place at the Park District, that they are free and can be delivered. Donations are accepted (if the recipient is able) but not required.

Motion by Mary Papantos, second by Mary Krueger.

14. Official Communications 

Trustee Vogel invited everyone to the Community Breakfast on September 23rd from 8:00-10:30 am at Fire Station #42, 1 Community Blvd. Admission is free with a donation of canned goods or non-perishable food items; cash donations will be accepted and will be donated to Wheeling Helping Hands.

15. Approval of Bills 

Approval of Bills for August 17 - September 13, 2023, in the amount of $4,902,324.96¢

President Horcher asked for a Motion to approve the Bills as presented.

Motion by Mary Papantos, second by Ray Lang.

Final Resolution: Motion Approved

16. ExecuƟve Session and Adjournment 

President Horcher asked for a Motion to recess to enter Executive Session for the purpose of discussing review of minutes of meetings lawfully closed under the Open Meetings Act, the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee or employees of the Village, the purchase or lease of real property for the use of the public body, and pending, probable, and/or imminent litigation.

Motion by Mary Papantos, second by Jim Ruffatto to recess into Executive Session and to adjourn the meeting directly from Executive Session.
