City of Elgin Planning & Zoning Commission met Sept. 11.

Here are the minutes provided by the commission:

The regular meeting of the Planning & Zoning Commission was called to order at 7:00 p.m. in the City Council Chambers by Chairman Cox in the City Council Chambers, 2nd Floor North Tower, 150 Dexter Court, Elgin, IL, 60120.

Members Present: Karin Jones, Steven Migala, Berto Valdez, Jordan Wildermuth and Chairman Cox.

Members Absent: Nancy Abuali, and Alex Lopez

Staff Present: Marc Mylott, Community Development Director and Damir Latinovic, Senior Planner.

APPROVAL OF MINUTES: 

Motion made by Commissioner Jones to approve the minutes of August 7, 2023, as submitted. The motion was seconded by Commissioner Migala.

The motion passed 5-0.

Oath Administered: The court reporter administered the oath to all persons desiring to testify.

PETITION TO BE CONSIDERED: 

Consideration of Petition 26-23 

Requesting approval of the final plat of subdivision for next phase, Unit 2B, within Ponds of Stony Creek Subdivision located at 4001 McDonald Road., by CalAtlantic Group, LLC., as applicant and property owner.

There was no public comment.

Commissioner Migala moved to recommend that City Council approve Petition 26-23, subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.

Commissioner Jones seconded the motion, which was adopted 5-0.

Consideration of Petition 15-23 

Requesting approval of a planned development as a conditional use with departures from the Elgin Municipal Code requirements for the minimum floor area for dwellings, and any other departures as may be necessary or desirable, to convert the vacant 4-story portion of the existing building at the property commonly referred to as 210-214 DuPage Street and 15-19 Ziegler Court, more specifically identified by the Kane County Property Index Number 06-13- 302-014, into an "apartment dwelling" as defined by the Elgin Zoning Ordinance with five residential units., by Raul Negron/Extreme Remodeling Co, as applicant, and ZiePage Holdings, LLC., as property owner.

There was no public comment.

Commissioner Wildermuth moved to recommend that City Council approve Petition 15-23, subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Valdez seconded the motion, which was adopted 4-1.

Consideration of Petitions 52-22 and 53-22 

Requesting approval of a conditional use for individual and family social services and job training and vocational rehabilitation, and a planned development as a map amendment, with departures from the Elgin Municipal Code requirements for the exterior building materials, transition setback, transition landscape yard, minimum number of parking spaces, vehicle use area interior landscape yard, and any other departures as may be necessary or desirable, to construct a building addition with various site improvements at the existing Marklund Wasmond Center at the property commonly referred to as 1425 Summit Street, by FCL Builders, as applicant, and Marklund, as property owner.

Several members of the public spoke regarding the petitions.

Commissioner Migala moved to recommend that City Council approve Petitions 52-22 and 53- 22, subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Wildermuth seconded the motion, which was adopted 5-0.

Consideration of Petition 27-23 

Requesting a variation from Section 19.40.135.E.2. "Site Design" of the Elgin Municipal Code, specifically regarding the "Vehicle use area setbacks by lot line" within the GI General Industrial District, and any other departures as may be necessary or desirable, to allow an existing driveway to be approximately 10 feet from a street lot line whereas a 15.5-foot street setback would otherwise be required at the property commonly referred to as 1500 Scottsdale Court; by the Development Administrator of the City of Elgin, as applicant.

There was no public comment.

Commissioner Migala moved to approve Petition 27-23, subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.

Commissioner Jones seconded the motion, which was adopted 5-0.

OTHER BUSINESS: 

Commissioner Migala inquired about the status of the North Grove Redevelopment Area planning study and when it may be presented to the Planning and Zoning Commission. Director Mylott stated the city's consultant is finalizing a draft that still needs to be presented to the City Council for feedback. He expects the Study could be presented to the Planning and Zoning Commission in December 2023 or January 2023. Discussion followed.

Mr. Latinovic stated city staff is working with the American Planning Association - Illinois Chapter to schedule a training session for the Commissioners. Discussion about possible dates followed.

PUBLIC COMMENT: 

None.

PENDING DEVELOPMENT APPLICATIONS: 

Mr. Latinovic gave a summary of pending applications.

ADJOURNMENT: 

Motion to adjourn was made by Commissioner Jones The motion was seconded by Commissioner Valdez.

The motion passed unanimously.

The meeting of the Planning & Zoning Commission was adjourned at 8:35 p.m.
