Village of Wheeling Board of Fire and Police Commissioners met Aug. 11.

Here are the minutes provided by the board:

1. CALL TO ORDER 

Vice-Chair Palicki called to order the meeting of the Wheeling Board of Fire and Police Commissioners at 1:00 p.m.

Deputy Clerk Henneberry called the Roll:

Present: Vice-Chair Al Palicki, Commissioner Jon Kolssak, and Commissioner Michael Murphy

Police Chief James Dunne, Deputy Chief Steffen, Commander Borchardt, and Fire Chief Michael McGreal were also present.

Vice-Chair Palicki stated that Michael Moran will be missed.

2. APPROVAL OF MINUTES 

a) Minutes of the Special Meeting of March 29, 2023

Motion by Commissioner Murphy, second by Commissioner Kolssak to approve the minutes as presented.

Final Resolution: Motion approved

Ayes: Vice-Chair Palicki, Commissioners Kolssak, and Murphy

b) Minutes of the Special Meeting of May 22, 2023

Motion by Commissioner Kolssak, second by Commissioner Murphy to approve the minutes as presented.

Final Resolution: Motion approved

Ayes: Vice-Chair Palicki, Commissioners Kolssak, and Murphy

c) Minutes of the Special Meeting of May 25, 2023

Motion by Vice-Chair Palicki, second by Commissioner Kolssak to approve the minutes as presented.

Final Resolution: Motion approved

Ayes: Vice-Chair Palicki, Commissioners Kolssak, and Murphy

3. CITIZEN CONCERNS & COMMENTS - None 

4. NEW BUSINESS – Appointing Chairperson and Secretary

Deputy Clerk Henneberry made a brief statement regarding the appointment of Chairperson and Secretary.

Vice-Chair Palicki volunteered to serve as Chairperson. Unanimous consent was approved.

Consensus by all that Commissioner Kolssak will serve as Secretary. 

5. EXECUTIVE SESSION 

Motion by Chairperson Palicki, second by Commissioner Murphy to recess to enter into Executive Session for the purpose of discussing:

a) Discussion of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. (December 13 & 14, 2022)

b) The appointment, employment, compensation, discipline, performance, or dismissal of a specific employee(s) of the Village of Wheeling.

Final Resolution: Motion approved; the open Meeting recessed at 1:04 p.m. Ayes: Chairperson Palicki, Commissioners Kolssak, and Murphy

[Reconvene from Executive Session] 

Motion by Commissioner Kolssak, second by Commissioner Murphy to reconvene into open session. Motion carried by roll call vote, all ayes, the open meeting reconvened at 1:49 p.m.

6. ACTIONS ON MATTERS DISCUSSED IN EXECUTIVE SESSION 

1) Motion to strike from the Police Eligibility Register Brandon Marchese, David Wolanski, and Andres Souchet as they have accepted a position with another municipality or declined to continue the hiring process.

Motion by Chairperson Palicki, second by Commissioner Kolssak.

Final Resolution: Motion Approved

Ayes: Chairperson Palicki, Commissioners Kolssak, and Murphy

2) Motion to extend a conditional offer of employment to Harrison Jozefowicz pending medical and psychological exams.

Motion by Chairperson Palicki, second by Commissioner Murphy.

Final Resolution: Motion Approved

Ayes: Chairperson Palicki, Commissioners Kolssak, and Murphy

OFFICIAL COMMUNICATIONS 

Chief Dunne invited the BOFPC to the upcoming CALEA graduation ceremony at Medinah Shriners in Addison.

7. ADJOURNMENT 

Motion to adjourn by Commissioner Kolssak, second by Commissioner Murphy. Motion carried by voice vote, all ayes, the meeting adjourned at 1:52 pm.
