City of Elgin Committee of the Whole met Aug. 9.

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Absent: Councilmember Thoren.

Approval of Minutes

Councilmember Good made a motion, seconded by Councilmember Ortiz, to approve the minutes of the July 26, 2023, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, and Mayor Kaptain. Nays: None. Abstain: Councilmember Steffen.

Public Comments

Ron Milner, owner of a financial literacy company, talked about upcoming workshops they would be holding for residents of Elgin.

Illinois Legislative Session Update

Dan Shomon and Corryn Bradley of Dan Shomon, Inc. reviewed the Illinois General Assembly’s 2023 legislative session with a focus on initiatives affecting municipalities. They noted that they were organizing Lobby Day 2024 and highlighted their work with various caucuses.

Special Events Marketing Survey and Analysis

Cultural Arts and Special Events Director Amanda Harris and Create Today consultant Kyle Marinshaw provided an overview of the cultural arts and special events community survey response, focus group findings and next steps to complete the Cultural Arts and Special Events Strategic Plan. A copy of the presentation is on file in the City Clerk’s office.

There was discussion regarding the outcome of the survey and the focus groups. Also discussed were the barriers to residents participating and the impact of the remodeling of the Hemmens Cultural Arts Center.

Agreement with Layne for the Purchase of a Spare Well Motor

Councilmember Steffen made a motion, seconded by Councilmember Good to award a contract to Layne in the amount of $75,892 for the purchase of a well motor in order to have a spare motor available for emergency repairs. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.

Agreement with McCrometer, Inc. for Procurement of Flow Meters

Councilmember Ortiz made a motion, seconded by Councilmember Steffen, to award a contract to McCrometer Inc., LLC in the amount of $82,088 to purchase water treatment plant flow meters to ensure accurate and efficient use of water and chemicals. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.

Announcements from Council

Mayor Kaptain commented on a recent ceremony to swear in ten new police officers.

Councilwoman Powell noted that school is starting and wished everyone a safe and successful school year.

Adjournment

Councilmember Good made a motion, seconded by Councilmember Martinez, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.

The meeting adjourned at 7:05 p.m.
