Village of Arlington Heights President and Board of Trustees met Aug. 7.

Here are the minutes provided by the board:

President Hayes and the following Trustees responded to roll: Schwingbeck, Dunnington, LaBedz, Baldino, Grasse, Tinaglia, and Shirley. Trustee Bertucci was absent.

Also present were: Diana Mikula, Hart Passman, Charles Perkins and Becky Hume.

IV. APPROVAL OF MINUTES 

A. Village Board 07/17/2023 Approved

Trustee Jim Tinaglia moved to approve. Trustee Nicolle Grasse Seconded the Motion.

The Motion: Passed

Abstain: Dunnington, LaBedz

V. APPROVAL OF ACCOUNTS PAYABLE 

A. Warrant Register 07/30/2023 Approved

Trustee Richard Baldino moved to approve in the amount of $4,705,429.95. Trustee Tom Schwingbeck Seconded the Motion.

Interview of Ava McQuade for appointment to the Youth Commission (youth member), term ending April 30, 2024 

Trustee Robin LaBedz moved to concur in the Mayor's appointment. Trustee Tom Schwingbeck Seconded the Motion.

Trustee Nicolle Grasse moved to recommend to the Liquor Commissioner to approve. Trustee Jim Tinaglia Seconded the Motion.

A. Portillo's - 806 W. Dundee Rd. - Sign Variation / DC#23-024 Approved  

Rob Whitehead of Olympik Sign Company said they are requesting to install a fully digital drive through menu board. They are upgrading the existing menu board and adding a pre sell menu board. The existing electronic menu board is being switched out. This change out is occurring at locations nationwide. 

Mr. Perkins said the menu boards are pre lit. The signs are in front of the building which faces Dundee Road, so a variation is required. The main menu board is preexisting and is somewhat screened. The other menu board is angled toward the drive-thru lane and some additional landscaping will be added in front of the sign. Staff and the Design Commission recommend approval. 

President Hayes said the additional sign makes sense. It will help the business in terms of efficiently getting people through the drive through more quickly. 

Trustee Baldino noted the site’s unique layout, if it was more traditional, the signs should be in the back. He understands the hardship created by the site. Trustee Baldino asked how bright will the sign be. Mr. Whitehead said it is muted, it is not flashy. 

Trustee LaBedz said these signs will be a great improvement. The back of the restaurant is the front, the layout is indeed unusual. 

Trustee Robin LaBedz moved to concur with the Design Commission's recommendations. Trustee Richard Baldino Seconded the Motion. The Motion: Passed

B. BIBIBOP Grill - 715 E. Palatine Rd. / PC#23- 008 Approved  

Special Use Permit for Restaurant with Drive through 

Richard Silverman of MJK Real Estate said Bibibop is looking to open on Palatine Road, they are a quick service restaurant with 65 locations. There is a pickup window ordering system with an app, not a menu board or speaker. They will share the building with AT&T. 

Mr. Perkins said this site was approved in 2022 for a restaurant, but as the tenant wasn’t known at the time, a Special Use is needed. The drive lane is constructed already. Parking is adequate as the restaurant is smaller than originally imagined. The entire center has a lot of parking in a combined surface behind the site. 

Trustee Dunnington asked how the pickup window will work if someone does not know it is app based. Mr. Silverman explained there are pull ahead spaces for those people who do not pre order or if the order is not ready. This is not a new system for the restaurant, but it will be their first in Illinois. 

Trustee Schwingbeck asked if there is notification on the phone if an order is ready. Mr. Silverman said customers have the ability to have a push notification, it depends on if they activate that option on the app. 

Trustee LaBedz said she has eaten at the Bibibop in the Loop. She is excited it will come to Arlington Heights. Trustee Tinaglia concurred. 

Trustee Scott Shirley moved to concur with the Plan Commission's recommendations. Trustee Robin LaBedz Seconded the Motion. The Motion: Passed
