City of Elgin Sustainability Commission Carbon Reduction Workgroup met Aug. 2

Here is the agenda provided by the commission:

1) Approval of Minutes; Welcome Volunteers and Guests

2) Discussion Items -Trans./Active Mobility:

• (30 min.) Active Mobility Plan RFP DRAFT by Tom Armstrong. Review and comment by workgroup.Budget at 150K.

• (5 min.) EV Charging Rebate Pilot Program plan to issue in 2024.

3) Discussion Items - Climate Action RFP: 

• (35 min.) Start Draft RFP for Climate Action Plan. Focus on Community Planning (policy, programs, and actions), development of a City Sustainability/ Climate Action Department, and the passage of a funding referendum with either a carbon fee assessment, climate sales tax, sales surcharge (1%), or implementing an utility resiliency surcharge on natural gas, electric, and water. Limited budget at 50K.

4) Discussion Items - :Zero Waste: 

• (15 min.) Waste Hauler contract: Pale Blue Dot issued community questionnaire. Are we happy?

• (10 min) Expand Pumpkin Smash recycle event to partner with Eworks and discuss limiting event to one site? Use $10 to $15 dollar discount on each TV and allow one TV per vehicle. Promote through our SC workgroup newsletter.

5) Building Efficiency Discussion Items: 

• (5 min) ROPE demonstrative Net Zero Home: Still no update from Mr. Hoke or city staff. Budget is 60K.

• Tom to update CR workgroup and ESC on ABEEP through the MMC.
