The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Good made a motion, seconded by Councilmember Steffen to approve the minutes of the May 24, 2023, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Project Timeline for New Trash Collection, Recycling Pickup and Organics Composting Contract Beginning in January 2025
Aaron Neal, Public Works Director, and Jennifer Phillips, Neighborhood Services Director, introduced a survey to collect resident feedback on current and future uses of curbside waste, recycling, and organics collection. They also provided details regarding the type of data to be collected through the survey. This data will guide the creation of the request for proposals for trash collection, recycling pickup and organics composting contract to begin in January 2025.
There was discussion regarding the types of survey questions, how long the survey would be available, and who would be receive the survey. There were questions about current yard waste stickers usage, the leaf rake-out program and multi-family units.
Amendment to Elgin Municipal Code Chapter 10.31 - Fireworks Possession, Sale and Use
An ordinance was presented at the Council meeting for passage by the City Council to provide for a graduated penalty scale to encourage compliance with the city ordinance and ultimately reduce the use of fireworks within the city. There was discussion regarding the changes to the penalties and the public education that would be done to communicate these changes.

Design and Construction Engineering Services Agreement with Fehr Graham and Associates, LLC for the 2023 Parking Lot and Alley Maintenance Program
Councilmember Good made a motion, seconded by Councilmember Steffen to enter into an agreement with Fehr Graham and Associates, LLC for an amount not to exceed $102,225 to analyze, design, and prepare construction documents for the maintenance of various public parking lots, alleys, and Bluff City Cemetery paths. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Design and Engineering Services with Upland Design, Ltd. for Mulberry Grove Park Renovation
Councilmember Good made a motion, seconded by Councilmember Steffen to enter into an agreement with Upland Design, Ltd. in the amount of $43,335 to provide architectural and engineering design elements, construction documents, bid assistance and construction management for the renovation of Mulberry Grove Park. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Change Order No. 1 to the Phase II LED Street Light Conversion Project
Councilmember Good made a motion, seconded by Councilmember Steffen to approve Change Order No. 1 authorizing additional funds in the amount of $58,500 for material quantities necessary to complete Phase II of the LED streetlight conversions. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Purchase Agreement with Dahme Mechanical Industries, Inc. for Lime and Soda Ash Piping Replacement at the Riverside Water Treatment Plant
Councilmember Good made a motion, seconded by Councilmember Steffen to award an agreement to Dahme Mechanical Industries, Inc. in the amount of $548,888 for lime and soda ash piping replacement at the Riverside Water Treatment Plant to provide adequate water supply by replacing aging infrastructure. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Resolution Approving Recipients for the 2023 Historic Architectural Rehabilitation Grant Program
Councilmember Good made a motion, seconded by Councilmember Steffen to approve four recipients in the 50/50 component and two recipients in the 75/25 component of the Historic Architectural Rehabilitation Grant Program in the amount of $102,995 for exterior rehabilitation and restoration work to their historic residential properties. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Agreement with Qubit Networks for the Purchase and Support of Extreme Network Ethernet Switches
Councilmember Good made a motion, seconded by Councilmember Steffen to approve an agreement with Qubit Networks in the amount of $42,780 to purchase support and warranty services for the city’s eighty-plus ethernet switches. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Martinez commented on the recent Memorial Day ceremony and thanked those that took responsibility for the event.
Councilmember Thoren asked if yard signs could be made available to deter use of fireworks to protect pets and veterans.
Councilmember Powell thanked Kayla Bates for organizing the Pride events being held this month.
Councilmember Steffen announced the Kiwanis Breakfast being held on June 17, 2023 from 8:00 a.m. to 10:00 a.m. at Applebee’s Bar and Grill.
Mayor Kaptain noted that the South Elgin 4th of July parade was being cancelled and asked staff to invite participation in the city’s parade.
