Village of Wheeling Plan Commission met May 10

Here are the minutes provided by the commission:

1. CALL TO ORDER 

Chairman Johnson called the meeting to order at 6:30 p.m. on May 10, 2023. 

2. PLEDGE OF ALLEGIANCE 

3. ROLL CALL 

Present were Commissioners Kasper, Hyken, Berke, Sprague, Riles, Myer and Johnson. Also present were Marcy Knysz, Village Planner and Mallory Milluzzi, Village Attorney.

Request for Appearance Approval to Paint the Façade of the Building

The petitioner has decided to withdraw their request. Ms. Knysz reported they painted the façade back to the tan color, so no additional approvals are needed at this time. They will return in the future if needed.

B) Docket No. 2023-17

SWEJ Wine & Liquors

208-212 McHenry Road

Request for Special Use Approval to Permit a Packaged Liquor Store

See Findings of Fact and Recommendation for Docket No. 2023-17.

Commissioner Myer moved, seconded by Commissioner Kasper to recommend approval of Docket No. 2023-17, granting Special Use, as required under Title 19, Zoning, of the Wheeling Municipal Code, Chapter 19-10 Use Regulations, and associated sections, in order to permit a packaged liquor store for RMPT Beverages (owner of SWEJ Wine & Liquor), located at 208-212 McHenry Road in accordance with the Petitioner’s Project Description Letter (received by the Village on 3/22/2022) and Floor Plan (received by the Village on 4/17/2022), and subject to the following conditions:

1. The petitioner shall submit a complete Application for Business License to the Community Development Department. Upon demonstrating the petitioner and the business operations complies with all requirements of Chapter 4.74 of the Wheeling Municipal Code, a Business License shall be obtained prior to operation of the packaged liquor sales establishment at the subject location.

2. Approval of this Special Use is contingent upon the petitioner receiving a Class D liquor License from the Village Liquor Commission.

On the roll call, the vote was as follows:

AYES: Commissioners Myer, Kasper, Hyken, Berke, Sprague, Riles, Johnson 

NAYS: None

ABSENT: None

ABSTAIN: None

There being seven affirmative votes, the motion was approved.

Commissioner Sprague moved, seconded by Commissioner Hyken to close Docket No. 2023-17. On the roll call, the vote was as follows:

AYES: Commissioners Sprague, Hyken, Myer, Sprague, Kasper, Hyken, Johnson 

NAYS: None

ABSENT: None

ABSTAIN: None

There being seven affirmative votes, the motion was approved.

8. APPROVAL OF MINUTES 

A) Approval of Minutes of the Regular Meeting of April 26, 2023 (Including the Finding of Facts for Docket No’s 2023-16.

Commissioner Myer moved, seconded by Commissioner Berke to approve the Minutes of the Regular Meeting of April 26, 2023 (Including the Finding of Facts for Docket No’s 2023-16).

On the roll call, the vote was as follows:

AYES: Commissioners Myer, Kasper, Hyken, Sprague, Johnson

NAYS: None

ABSENT: None

ABSTAIN: Commissioners Berke, Riles

There being five affirmative votes, the motion was approved.

9. OTHER BUSINESS 

Commissioner Myers asked if the Wheeling market had started. Ms. Knysz confirmed it had and Commissioner Riles mentioned he was at the market and thought it was decent for the kick-off. Chairman Johnson thought it was well organized.

Commissioner Riles went to Yu’s Mandarin and could not get in since they had a 45-minute wait. Chairman Johnson tried early on a Sunday and could also not get in.

Commissioner Berke went to Yu’s Mandarin and said it was very good.

Commissioner Kasper thinks Wheeling has never looked better after traveling into Chicago over the last week.

Commissioner Myer will be absent at the next meeting and Commissioner Sprague will be absent on June 14th.

10. ADJOURNMENT 

Commissioner Myer moved, seconded by Commissioner Sprague to adjourn the meeting at 6:49 p.m. The motion was approved by a voice vote.
