City of Elgin Committee of the Whole met May 10

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 7:58 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Absent: None.

Approval of Minutes

Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve the minutes of the April 26, 2023, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None. Councilmember Ortiz abstained.

Agreement with Duff Entertainment for 2023 Nightmare on Chicago Street Event’s Operational Services

Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve an agreement with Duff Entertainment for an amount not to exceed $45,024 for ticket and security operations for the 2023 Nightmare on Chicago Street event. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Construction Engineering Services Agreement with Hampton, Lenzini & Renwick, Inc. for the 2023 Coombs-Highland-McDonald Resurfacing Project

Councilmember Powell made a motion, seconded by Councilmember Dixon, to enter into an agreement with Hampton, Lenzini & Renwick, Inc. in the amount of $258,735 to provide field inspection, design interpretation, contract administration and general coordination and control of the day-to-day construction activities for the resurfacing of Coombs Road, Highland Avenue, and McDonald Road for the 2023 Coombs-Highland-McDonald Resurfacing Project. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Change Order No. 1 for Bid 22-032, Gifford Road Water Main Improvements Phase I

Councilmember Steffen made a motion, seconded by Councilmember Good, to approve Change Order No. 1 for Bid 22-032 to Martam Construction at no cost increase, with a time extension to begin the installation of multiple water mains along Gifford Road to reduce the impact of water main breaks on surrounding businesses. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Fox River Study Group Participation Agreement

Councilmember Powell made a motion, seconded by Councilmember Good, to approve the agreement with the Fox River Study Group in the amount of $28,703 to continue the city’s participation in the further investigation, assessment, and monitoring of the water quality within Fox River watershed and ensuring a sustainable water supply and public natural resource. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Metro West Council of Government Membership Renewal

Councilmember Powell made a motion, seconded by Councilmember Rauschenberger, to approve the membership renewal with the Metro West Council of Government in the amount of $30,000 to maintain membership with a council of governments comprised of far west suburban area municipalities organized to advance regional issues through intergovernmental problem solving and cooperation. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Purchase of Wheeled Coach Ambulance from Fire Service, Inc.

Councilmember Powell made a motion, seconded by Councilmember Steffen, to authorize the purchase of one, Wheeled Coach ambulance from Fire Services, Inc. in the estimated amount of $354,634 in order to provide reliable and effective treatment and transportation for citizens needing emergency medical care and transport to a hospital. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Announcements from Council

Councilmember Rauschenberger mentioned that Ellen Smith’s 4th grade class came to the Sustainability Commission meeting and presented posters regarding the use of plastic and Styrofoam.

Councilmember Thoren noted the dedication of the Nancy Kimball Cobblestone House on May 6, 2023. He also invited all to Wing Park on May 17, 2023, for a ribbon cutting for a historical marker.

Councilmember Good congratulated all those candidates for successful campaigns and commended all those that ran. He also congratulated his wife on her graduate degree from Northern Illinois University.

Councilmember Steffen announced the Fox River Clean up being held on May 13, 2023, at 9:00 a.m. starting at the Gail Borden Public Library and heading north.

Announcements from Staff

Rick Kozal, City Manager, announced upcoming city events.

Adjournment

Councilmember Martinez made a motion, seconded by Councilmember Good, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

The meeting adjourned at 8:19 p.m.
